- Description
- The Center for Disease Control and Prevention (CDC), Agency for Toxic Substance and Disease Registry (ATSDR), Office of the Administrator, intends to award a sole source contract to American Public Health Association, 800 I Street, NW, Washington, DC 20001 for the acquisition of the American Journal of Public Health (AJPH) issue on Peak Petroleum, Health, and Society. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 813920, Professional Organizations. The period of performance for this procurement is 9 months. The American Journal of Public Health (AJPH) is the only entity that has the readership that includes the public health professionals who have the necessary knowledge base to author articles on the subject of peak petroleum and its effect on public health as well as a readership that understands and appreciates the subject matter. The AJPH is one of the 100 most influential journals in biology and medicine over the last 100 years according to the Special Libraries Association. The AJPH's targeted audience is national and international public health professionals and it is the official journal of the American Public Health Association. No other known publication has a readership that is appropriate for the subject matter of this special journal issue. Readership of the AJPH includes diverse public health professionals, specifically administrators and planners, educators and health information specialists, epidemiologists, nurses, scientists, researchers, and community organizations. Papers published in the AJPH are cited in numerous indices and electronic literature databases. For these reasons, the American Journal of Public Health is the only journal that will reach the intended audience and provide the required distribution for recommendations to be utilized. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the American Public Health Association. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2010-Q-12438 referenced in the subject line NO LATER THAN July 27, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
