Description
Justification and Approval 6.302-1 Rationale Justifying FAR 6.302-1, "Only One responsible source and on other supplies or services will satisfy agency requirements": Only RTSC has the expertise to integrate capabilities across many different V-22 avionics hardware, software, and ground station projects to achieve a level of efficiency that helps maintain operational effectiveness and reduce cost and schedule impacts. As the sole-source incumbent contractor, RTSC possesses a highly trained team of engineers with intricate knowledge of and experience with V-22 avionics systems, software, laboratories, and related products. This uniquely equips RTSC with the capability to simultaneously provide post-production resolution of fleet issues and enhancements for both the MV-22 and CV-22, engineering releases for test and validation, and Block Fleet Releases. Therefore, the Navy has awarded this requirement to RTSC on a sole source basis under 10 U.S.C. Section 2304(c)(1) as cited in the Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." Rationale for CPFF/CPIF Contract Type: Uncertainties involved in contract performance prevent estimation of costs with sufficient accuracy.
