- Army Medical Department (AMEDD) Professional Management Command - Credentialing Division Administrative Support Services THIS IS NOT A SOLICITATION ANNOUNCEMENT. This sources sought is for information and planning purposes only and is issued for the purpose of market research in accordance with FAR Part 10. The Dept of the Army, Mission Installation Contracting Command (MICC), Ft. Dix, NJ is currently requesting information to determine the existence of viable large and small businesses that are interested and capable of performing the work described herein. Responses are welcome from all business sources. This sources sought is not limited to any socioeconomic program and/or business set-side. As a result of this notice, the Government may issue a Request for Proposal; however there is no solicitation available at this time. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought notice. Any responses received will not be used as a proposal. This is not a request for proposals and in no way obligates the Government to award any contract. REQUIREMENT: The Army Reserve AMEDD Professional Management Command -Credentialing Division (APMC-CD) Administrative Support Services involves the credentialing of skilled Army Reserve Healthcare providers. For the Army Reserve, clinical credentialing is governed by Army Regulation 40-68. Privileged providers are individuals who are responsible for directing the care and treatment of patients. Privileging describes the process and authority performed at healthcare treatment facilities for granting specific clinical activities following a review of providers credentials. The APMC Credentialing Division is a repository for credentialing files for most of the Army Reserve Healthcare providers. The credentialing process includes transitioning of files, quality assurance, and requirements for training and mobilization of the medical community in accordance with AR 40-68. Contractors shall be responsible for maintenance of approximately 8,000 providers credential files and transition of all newly accessed privileged providers. Individual Mobilization Augmentees (IMA) shall be transitioned during this phase as required by policy. The specific technical requirements are as follows: Potential offerors would be responsible for providing a team of qualified managers who have credentialing experience to assist the operation in its development and maturation. All of the potential contractor managers and program directors are required to obtain national certification in credentialing through the National Association of Medical Staff Services (NAMSS) of either the Certified Provider Credentialing Specialist (CPCS) or the Certified Professional Medical Services Management (CPMSM) within one year of any resultant contract or when eligibility occurs. Potential offerors would have to provide an IT application to support the management approach to streamline the business operations at APMC. Potential offerors would have to provide the capabilities required to perform and maintain a quality control program to meet all contract requirements and all associated regulations, standard operating procedures, written guidance, and policies. Potential offerors would have to maintain all assigned credential files, privileged and non-privileged providers, current and accurate at all times. Potential offerors would be responsible for maintaining current, accurate data and image entry into the Central Credentials Quality Assurance System (CCQAS) system on every file received and maintained at APMC-CD. Potential offerors would be responsible for Inter-facility Credentials Transfer Brief (ICTB) Processing, which is required for privileging providers during any type of training and/or mobilization. Management of a workflow process would have to be developed for utilization of CCQAS as the Department of Defense (DOD) mandated system by the potential contractor. Information Technology (IT) support would support the entire AMEDD Professional Management Command (APMC) and adjust according to the current need by the government. The intended award will be for a base year with three option years. The North American Classification Code is 561110. Any interested firms should submit a Capability Statement to include experience with similar projects of a comparable magnitude. Statement should include your firms general background, experience, qualifications, and industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to applicable contract numbers.
