- The following questions have been answered by the Grantee. Q) Does Kawar Energy prefer a local partner to work with? A) Kawar Energy has no preference and it is up to the participant to select the local partner that they feel comfortable working with as well its added value to the project. Task2 Q) What is the objective of comparing PV to other solar technologies in the first screening study? A) To have a comprehensive study to present to the Ministry of Energy and Mineral Resources in Jordan, to solicit investors and financial institutions for financing. Q) Is the objective of the second screening study to select either PV or CPV, but not both, for further analysis in later tasks? A) The main objective is technology selection. Due to the project size, 100 MW expandable to 200 MW or more, it may accommodate several technologies including PV and CPV in order to hedge for future technology development. Task 3 Q) Will most of the power demand, growth trend data and grid data be available from the National Energy Plan? A) The National Energy Plan may have sufficient information but they need to be enhanced and updated. Task 4 Q) How will the alternative sites be identified and how many are expected? A) Alternative sites will be determined by the assessments of other sites within Ma'an Zone. Assessments criteria is already defined in Task number 4. A minimal of two sites needs to be identified. Task 5 Q) The 7th bullet requires 'Technical and conceptual design drawings'. Please clarify the word 'Technical' A) Technical indicates that the design will be based on the technical information obtained for the PV/CPV power plant component manufacturers from panels, inverters, wires, trackers, software management, substation up to grid connection. Task 6 Q) In item v, the Contractor is to carry out a financial evaluation for each facility. Please elaborate on the word 'each'. A) "Each" indicates a phase and capability associated to it. Task 8 Q) Please describe your intent with reference to the second sentence of the second paragraph, 'The Contractor shall... determine any capacity building needs'. A) Understanding available capacity will help in determining implementation plan and the time requirement to make up for any capacity deficiency related to the project. Q) What is the grantee's, Kawar's, involvement in the project? Would they be able to do a portion of the work/allocate some of the full grant amount to themselves? A) Kawar Energy will support the contractor in the project by facilitating and directing the contractor to the relevant governmental institutions in order for the contractor to carry out the study. Kawar Energy cannot be involved in the work directly. Q) Can Kawar Energy serve as a local partner? A) Kawar Energy cannot serve as a local partner in this project. Q) Will the feasibility study be supplemented by funds from the World Bank? A) The Feasibility Study will not be supplemented by funds from the World Bank. Q) Will the selection process include any criteria established or connected to the World Bank? A) World Bank is not involved in this study and there is no connection to it. Q) Would participating in this tender affect future chances of competing for the delivery of the solution? A) No, the Grantee imposes no restrictions on an Offeror that participates in the USTDA-funded Study that would preclude subsequent bidding for the project. Q) Can a non-U.S. firm or individual conduct a portion of the work? A) Accordingly, only a U.S. firm or U.S. individual may submit proposals on USTDA funded activities. Although those proposals may include subcontracting arrangements with host country firms or individuals for up to 20% of the USTDA grant amount, they may not include subcontracts with third country entities.
