Description
The Center for Disease Control and Prevention (CDC) intends to award, under a sole source basis, a purchase order to ZRT Laboratory, LLC, Beaverton, OR. The contractor shall conduct laboratory tests to determine Vitamin D [25-hydroxyvitamin D Serum (25-OHD)], progesterone, cortisol, and hs-CRP levels from serum samples previously collected from African-American mothers. The samples were collected at least 3 times during the course of their pregnancies. The samples were properly collected and stored for the testing that will be performed in this activity. The results from the test will be used in conjunction with existing data to determine the prevalence of 25-OHD deficiency among African American mothers to evaluate the relationship between the serum protein levels and the risk of spontaneous preterm births. The Period of Performance for the study will be one year from Contract Award, estimated for September 1, 2010 - August 31, 2011. This acquisition is being procured applying simplified acquisition procedures in accordance with Federal Acquisition Regulations (FAR) Part 13. The sole-source authority is found under FAR 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. ZRT Laboratory, LLC, is the only available source with the required expertise to provide the required services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, July 27, 2010. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
