Description
The Department of Homeland Security (DHS)/FEMA, Grants Program Directorate (GPD), Assistance to Firefighters Grant (AFG) Program Office has a requirement for technical and administrative support services for the implementation, management and administration of various grant programs under the purview of the AFG. The grant programs include, but may not be limited to, Assistance to Firefighter (AFG), Fire Prevention and Safety (FP&S), and Staffing for Adequate Fire and Emergency Response (SAFER) Grant programs. The general scope of support services required are: (a) technical assistance support for the AFG helpdesk, (b) administrative tasks associated with award, administration and closeout of grants; and (c) DHS/FEMA and State Technical evaluation panel facilitation support. The provision of subject matter expertise and technical support required to support the grant programs includes fire, emergency management services (EMS), communications and grants management for the development, program technical reviews, grant awards, and grants management. The work shall be performed at the contractor's facility with limited contractor staff located on-site at a government facility in the Washington, DC area TBD. The period of performance of the resulting contract will be from December 1, 2010 to November 30, 2011, with four (4) one-year option periods. Award of a time and materials (T&M) type contract is contemplated. It is anticipated that the Request for Proposal (RFP) will be available on or about August 2, 2010, and will only be provided electronically through the FedBizOpps (FBO) web page as discussed below. Interested parties may obtain a copy of the RFP by accessing the following web page: http://www.fbo.gov. Questions regarding the RFP will not be responded to until the date(s) set forth in the RFP package or any subsequent amendments. Proposals will be due 30 days from the release date of the RFP. This procurement is a 100% 8(a) set-aside. THIS ACQUISITION IS BEING OFFERED FOR COMPETITION LIMITED TO ELIGIBLE 8(A) CONCERNS. Only those 8(a) vendors that are certified by the U.S. Small Business Administration (SBA) for participation in the SBA's 8(a) program will be allowed to participate in this procurement. All responsible sources may submit a proposal which shall be considered. To be considered, a vendor must be classified as a small business under the North American Industry Classification System (NAICS) code 541611, Administrative Management and General Management Consulting Services, with a size standard of $7.0 million [average annual receipts for 3 preceding fiscal years]. Each firm claiming 8(a) status is required to provide a copy of its SBA 8(a) certification letter to the Contracting Officer its response to the RFP. DHS/FEMA posts all required notices of its contracting opportunities on the FBO site. Potential offerors who download copies of the RFP may register at FBO to automatically receive email notification concerning issued amendments to the applicable RFP. Registration is optional. If you register for the RFP, you will receive a courtesy email from FBO notifying you of all amendments for the RFP that will be posted to the website. Registration for the RFP, however, does not release offerors from the responsibility of checking the RFP daily for amendments.
