Description
The FISC Norfolk, Philadelphia Division intends to acquire, on a competitive, small business set-aside basis, Patient Appointment Services (PAS) for the Captain James A. Lovell Federal Health Care Center, North Chicago. The contractor will be expected to make and coordinate appointments with other direct care system facilities as required. The contractor will be required to make outgoing calls (i.e. cancellations, reschedule, wellness appointment reminders, warm transfer calls to Military Treatment Facility clinics, etc.) The Contractor will enter non-MTF (civilian network ) information into MTF directed systems or paper format upon notification from the MTF to direct Urgent Care to network resources (in accordance with MTF Business Rules) Appointments shall be made following MTF-provided appointing criteria and comply with MHS access to care standards as required by 32 CFR 199.17. Appointments shall be made using DoD approved standard appointment types, MTF business rules, and appointment detail codes as detailed in the MHS Guide to Access Success for appointments booked in the Composite Health Care System (CHCS)/Enterprise Wide Scheduling-Registration (EWS-R). Appointments may also be booked in VISTA. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR QUOTATIONS, WHEN ISSUED. The purpose of this requirement is to obtain non personal Patient Appointing Services (PAS) in support of the Military Treatment Facilities (MTFs) that will significantly enhance appointing procedures and improve service to its customers. This requirement augments the capability of the MTF staff to book health care appointments in the direct care system at MTFs for Military Health System (MHS) eligible beneficiaries. This service includes verifying registration information in the appointment system, correcting and, when required, registering beneficiaries prior to making the appointment, making and canceling of patient appointments, and providing performance and management reports on the appointing process for MHS eligible beneficiaries. The Contractor shall make urgent appointments with non-MTF (network and/or non-network) providers. The Contractor shall be trained to recognize those non-eligible beneficiaries who qualify for an appointment. Centralized appointing services are required in support of daily operations at CAPTAIN James A Lovell Federal Health Care Center (Hereafter referred to as FHCC) Appointing at the MTF has been accomplished by the Military Treatment Facility (MTF) staff and contractor support since 1998. The Contractor shall appoint Tuesday through Thursday, 0730 to 1630 closed weekends and Federal holidays, with the busiest hours between 0800 to 1000 and 1500 to 1600. Additionally, out-going wellness promotional and appointment calls between the hours of 1700 - 1900 Tuesday through Thursday will be accomplished, however the in-coming call line for other appointments is turned off at 1630 daily. Clinic hours are from 0730- 1600. MTF's outpatient clinic and appointment services are closed on federal holidays. The work day and holiday schedule for the contractor should mirror the Federal holiday schedule. Beneficiaries have access to scheduling appointments through the lunch hour. During those hours when the appointing function is not available, the Contractor's telephone system shall have a recording informing the patients of the clinic hours and to call 911 if they are experiencing a medical emergency. The current call volume is an average of approximately 50,000 available appointment transactions at the MTF each year. The beneficiary population consists of 21,000 Prime enrollees, 20,000 non-Prime enrollees, and 24,000 recruits and students who are not enrolled to the MTF. It is anticipated that the contractor personnel will work in office space provided by the Government at the FHCC. It is also possible that initial performance would be at the current Naval Health Clinic Great Lakes before transferring to the FHCC. In addition to the above, the contractor may be required to provide Telephony services which would require that he supply the telephone equipment by lease or otherwise. This will be specified in the RFQ, if necessary. It is intended that this procurement will be processed in accordance with FAR 13.5 Test Program for Certain Commercial Items, and FAR Part 12 will apply. It is anticipated that a firm fixed price service contract will result from this solicitation. It is anticipated that the basic performance period will be 01 October 2010 thru 30 September 2011. It is further anticipated that an additional four (4) twelve-month option periods will be included for a total maximum of sixty (60) months of service if all options are exercised. In addition, the resultant contract may include the clause FAR 52.217-8 Option to Extend Services, which could extend the services an additional six months past the final option period for a total maximum of 66 months. This is a 100% small business set-aside. All eligible small businesses are encouraged to submit quotes in response to the RFQ for consideration of the Government.
