- This 2nd modifiation is hereby issued to CHANGE the solicitaiton backto its original intent. The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department,Philadelphia Office intends to acquire Pediatric/Neonatal Critical TransportServices and transport of non-critical neonates (infants under 28 days old)for the Naval Medical Center Portsmouth (NMCP), Virginia. It is anticipatedthat during a twelve (12) month period there will be a need forapproximately 100 pediatric and neonatal ambulance transports to and fromNAVMEDCEN Portsmouth, VA. Ambulance Transport Services shall be provided24 hours a day, 7 days a week, 365 days a year, within a 75-mile radius ofNMCP. The ambulance transportation team will consist of an RN, aRespiratory Therapist and Emergency Medical Technician/Emergency VehicleOperator. FISC's intent is to process this procurement on a sole source basis toChildren's Hospital of the King's Daughters, Norfolk, Virginia. FISC'sintent is to issue a firm fixed price contract in accordance with FAR 12(Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items)procedures. The Period of Performance is from 01 October 2010 through 30September 2011, plus four one-year options ending 30 September 2015, if alloptions are exercised. The proposed contract action is for services forwhich the Government intends to solicit and negotiate with only one sourceunder authority of FAR 6.302. Interested offerors may identify theirinterest and capability to respond to the requirement or submit a capabilitystatement. This notice of intent is not a request for competitive proposals.However, all capability statements received by 14 July 2010 will beconsidered by the Government. A determination by the Government not tocompete this proposed contract based upon responses to this notice is solelywithin the discretion of the Government. Information received will normallybe considered solely for the purpose of determining whether to conduct acompetitive procurement.
