- Recovery This notice is provided for informational purposes only. NASA Langleyintends to award a contract to Massachusetts Institute of Technology for Verification andValidation of Flight Critical Systems, Assuring Safety Using System Theoretic Concepts. This competitive action will be partially funded by the Recovery Act (ARRA). This awardresults from a competitive selection under the National Aeronautics and SpaceAdministration (NASA) Headquarters released NASA Research Announcement (NRA) forfoundational research in support of the Aeronautics Research Mission Directorate (ARMD),entitled 'Research Opportunities in Aeronautics (ROA) 2009 under NNH09ZEA001N, Amendment7, Verification and Validation of Flight Critical Systems (VVFCS1). The AeronauticsResearch Mission Directorate (ARMD) is responsible for achieving NASA Strategic Goal 3E,Advance knowledge in the fundamental disciplines of aeronautics and develop technologiesfor safer aircraft and higher capacity airspace systems. To achieve this goal, ARMDconducts research across a breadth of core aeronautics competencies; research in keyareas related to the development of advanced aircraft technologies and systems; andresearch that supports planning of the Next Generation Air Transportation System(NextGen), in partnership with the Joint Planning and Development Office (JPDO). Thescope of the ARRA funded effort is to determine the feasibility of applying systemstheory concepts in assuring safety in NextGen and flight critical systems. To determinefeasiblity, the contractor shall document the safety assurance techniques and toolscurrently used for civil aviation, conduct a case study of applying the STPA method toanalyze safety requirements and contraints for a selected NextGen application, andevaluate the results of this case study. Using the results of the case study, thecontractor shall compare the results of the STPA approach to the results from thestandard approaches, and assess the strengths and weaknesses of the STPA method andsupporting tools. In the Non-ARRA funded option period, the contractor shall enhance theSTPA method and tools to overcome the weaknesses identified in the case study, andevaluate the effectiveness and commercial viability of these enhancements using a secondcase study.The referenced solicitation is a broad agency announcement as specified in FAR 35.016 andNFS 1835.016.
