Description
This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The S.M. Stoller Corporation, Records Management Office (hereinafter referred to as Office) is issuing this notice in an effort to understand market availability, technical characteristics and functionality of Cold Storage and Retrieval solutions capable of satisfying the functional, technical and/or operational capabilities described in this notice. Any responsive contractors must have cold storage facilities located within the State of Colorado, USA. S.M. Stoller is a contractor to the U.S. Dept of Energy. The purpose of this notice is to provide the Records Management Office with cold storage and retrieval services for approximately 370 boxes (with box dimensions of 15 inches width x 10.5 inches in length x 7.5 inches in height)of records. The Office requires a contractor to furnish the necessary personnel, facilities, materials and services to provide cold storage and retrieval services. These services are required for the handling and secured storage of records identified by the Office. Respondents must certify they can provide the following capabilities, within the State of COLORADO, to store and preserve federal records which exist as X-Ray images on acetate media. Specifically, the successful respondent must be able to meet all five of the requirements listed below: 1.) A climate controlled environment for records storage. Must have temperature and humidity controls sufficient to maintain ambient temperature at 40 degrees Fahrenheit(F) and 30% relative humidity with control tolerances of +/- 5 degrees F and +/5%. The current specification for cold storage is set to 40 degrees Fahrenheit and 30% relative humidity as recommended by the National Archives and Records Administration and the Image Permanence Institute Storage Guide for Acetate Film. 2.) An acclimation chamber designed to restore cold-stored materials to room temperature without damage from condensation. The unit is to be configured to acclimate materials to a temperature above 50 degrees F over a 24-hour period. 3.) Secure storage for the records in the form of restricted access via a double locked environment. For example, this can be a locked container or area within a secure, locked building. 4.) Retrieval: the ability to retrieve a record or records within 24 hours of receipt of request; and, then to deliver it to: 11025 Dover Street, Suite 1000, Westminster, CO 80021 via overnight carrier. 5.) The willingness to accept and store x-rays exhibiting "vinegar syndrome". (Vinegar syndrome is a chemical decomposition of film that causes the film to give off a vinegar odor, due to acetic acid out gassing, and to become brittle and deformed.) These records MUST remain within the State of Colorado for an undetermined period of time. Contractor should have sufficient knowledge of Vinegar Syndrome as it is a known hazard and has been confirmed in the X-ray collections. Contractor would be required to accept non-standard box sizes, provide retrieval options, monitoring, and temperature and humidity controls.
