DRAWING NO. d062-2-DR001 Labeling Instructions This is a combined synopsis/solicitation for a commercial supply item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12 as supplemented with additional information included in this announcement. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA) National Weather Service (NWS) intend to solicit for purchase of 200 each Stakes, Snow Depth Measuring, Fiberglass, 5 feet without Support Stake, IAW Drawing No. D062-2-DR001 (Attached); NSN: 6660-00-158-9565; ASN: D405-4. These items are being purchased for the NWS, to be delivered to the National Logistics Support Center, Kansas City, MO. This item is used to support the NWS spare parts program. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 12, Commercial Items. Firms interested in this requirement must respond to this notice by submitting demonstrated evidence of its capability and experience in providing the exact part or an equivalent specified for the NWS program. A first article will be required. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NWWA12001047947KLC. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43. The line items shall be provided in accordance with the specifications listed below. The price shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be the following: 52.212-3 Representations and Certifications - Commercial Items (Aug 2009), 52.212-4 Contract Terms and Conditions-Commercial Items (Mar 2009), 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Apr 2010) (Sections 8, 18, 19, 20, 21, 22, 24, 31, 34, 39), 52.209-4 First Article Evaluation-Government Testing Evaluation, and 52.247-34 F.O.B. Destination, within Consignee's Premises (Apr 1984). The CAR clauses incorporated into this acquisition shall be the following: 1352.201-70 Contracting Officer's Authority (Apr 2010), 1352.209-73 Compliance with the Laws (Apr 2010), 1352.246-70 Place of Acceptance. The FAR provision is incorporated into this acquisition by reference is as follows: 52.212-1 Instructions to Offerors-Commercial Items (Jun 2008). The CAR provisions are incorporated into this acquisition by reference as follows: 1352.233-70 Agency Protests, 1352.233-71 GAO and Court of Federal Claims protests. All contractors doing business with the Eastern Acquisition Division-Kansas City (EAD-KC) must be registered with the Central Contractor Registry (CCR). The Government will award a purchase order resulting from this request to the responsible offeror whose quotation conforms to the request resulting in the lowest price and best delivery schedule to the Government. Completed price schedule for the line items identified in this notice. This is a firm-fixed price request. 3. Completed copy of FAR 52.212-3 Representations & Certifications-Commercial items or certification of registration with the Online Representations & Certifications Application (ORCA) database. If items ordered are shipped without labels, the shipment will be rejected back to the vendor for non-compliance with the terms and conditions under the purchase order.
