- REQUEST FOR PROPOSAL (RFP) HC1013_10_R_2010. This is a solicitation to procure satellite services in support of the American Forces Radio and Television Service (AFRTS) Global Satellite Services (GSS) contract. QUESTIONS REGARDING THIS RFP SHALL BE SUBMITTED NO LATER THAN 3:00 PM EDT ON 26 JULY 2010. ALL QUESTIONS MUST BE RECEIVED IN WRITING VIA ELECTRONIC MAIL TO THE FOLLOWING INDIVIDUALS: JOHN M. HERRMANN, Contracting Officer, john.herrmann@disa.mil VANESSA MCCOLLUM, Contract Specialist, vanessa.mccollum@disa.mil JARID SCHULTE, Contract Specialist, jarid.schulte@disa.mil PROPOSALS ARE DUE NO LATER THAN 8:00 AM EDT ON 11 AUG 2010 VIA UPLOAD TO https://www.ditco.disa.mil/dcop/public/ASP/requirements.asp. The AFRTS-GSS acquisition will enable American Forces Radio and Television Service to communicate Department of Defense policies, priorities, programs, goals and initiatives through the medium of radio and television and to provide U.S. radio and television news, information and entertainment programming to Department of Defense service members and civilians overseas and to service members on board Navy ships to support and improve quality of life and morale, situation awareness, and sustain readiness. This acquisition will include the procurement of Satellite C- and Ku-band space segment, teleport services, uplink, downlink, terrestrial connectivity, monitoring & control, broadcast center connectivity, installation and operation & maintenance of contractor-provided earth stations. The resultant contract will be a Firm Fixed Price (FFP) contract based on FAR Part 12, Acquisition of Commercial Items. This contract will include a one-year base period with six one-year options. Award will be made to the offeror whose proposal is technically acceptable at the lowest evaluated price in accordance with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection Process. The National American Industrial Classification Standard (NAICS) code for this procurement is 517410. The AFRTS-GSS solicitation and all related documents will be posted on or about 06 Jul 10 via FedBizOpps and the following website: https://www.ditco.disa.mil/dcop/Public/ASP/requirements.asp. Instructions for submitting questions and proposals will be given at the time the solicitation is released. If at anytime the Government determines that the requested services are no longer required, the Government reserves the right to not make an award. The Government also reserves the right to award without discussions. Proposal due date will be communicated in the Request for Proposal (RFP).
