Description
The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), Air Resources Laboratory (ARL), Atmospheric Turbulence Division (ATDD) in Oak Ridge, Tennessee, has a requirement for a generator system designed to back up a Solar/Battery Power system for Arctic Regions. NOAA/ARL/ATDD needs to install a remote powered climate weather station on U.S. Forest Service lands near Tok, Alaska, in the fall of 2010 or spring of 2011. This station will primarily be powered by a solar array of four (4) 200 watt panels charging a battery bank of six (6) 2 volt 1215 amp hour Concorde Sun Extender PVX-1215HT solar batteries ((dimensions 11.64" L x 6.95" W x 15.73" H) connected in series, for a 12 volt supply. (The solar array and battery bank are not to be included in this quote. NOAA/ATDD will provide.) All components at the station run on 12 volts and have a continuous current draw of 2 amps. In addition to the continuous 2 amp load there is a heater on the precipitation gauge that draws an additional 6 amps about 30% of the time during periods of freezing precipitation. The periods of precipitation will probably be less than 10 % of the time. Due to low wind speeds during the winter period, wind generators are not included in the station design. This generator system will be used to supply battery charging during periods when incoming solar radiation is inadequate to supply enough charge to the batteries. The requirements for the generator system will be as follows: 1.The generator could run on diesel, propane, or gasoline. 2.If the fuel is liquid, the fuel tank needs to have a secondary containment system designed to contain leaks from the primary tank. 3.The fuel system should have adequate capacity to run the generator for a complete winter season. Provide rationale for determination that capacity is adequate. 4.The generator system needs to be enclosed in such a way to protect it from the environment. 5.The enclosure system should have adequate space to house the generator, battery bank, and all charging regulators for the system. 6.The system is required to operate in extreme arctic conditions to include the temperature range of -60C to +35C. 7.The system should monitor the battery charge state and self start when needed. 8.The system will need to be disassembled, transported to the site, and re-assembled by three people. Components of up to 120 pounds would be acceptable. Provide detailed assembly instructions. (The assembly of the system onsite is not to be included in this quote.) 9.The expected service interval for the system should be annually, but infrequent or unscheduled maintenance could be done if needed. Therefore, the system is not intended to be designed with backups or redundancy. 10.There is a noise requirement of less than 70 dB at 200 feet. 11.The system is to include the charging components needed to connect the generator to the battery bank. 12.Provide the footprint size of the design and list the major components, and total weight. Provide a schematic drawing of the generator system. 13. The generator system is to be delivered to a point in Alaska to be determined. The company designing the system needs to (1) demonstrate technical ability that they have experience in designing this type of generator system for arctic environments; (2) demonstration of past performance in providing a generator system by providing references. All costs associated with providing information as requested by this notice shall be the responsibility of the contractor. Submission is voluntary. It is required that all contractors doing business with the Government be registered with the Central Contractor's Registry (CCR) and complete the On-Line Representations and Certifications. No award can be made to a company not registered in the CCR.
