- Specification Electromechanical (EM) Cable THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133M-10-RQ-1044, and it incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-44. The U.S. Dept of Commerce, NOAA Marine Operations Center Atlantic has a requirement for EM cable in accordance with the attached Specifications. SCHEDULE OF SUPPLIES AND/OR SERVICES ITEMS Item 0001, 0.322 EM Cable for a DESH-5 winch, 32,810 Feet Item 0002, 0.322 EM Cable for a DESH-5 winch, 32,810 Feet Item 0003, Shipping Reel, 2 each Item 0004, Shipping. Item 0001 is to be shipped to Markey Machinery Company, 7266 8th Avenue South, Seattle, WA 98108; Item 0002 is to be shipped to NOAA Marine Operations Center Atlantic, 439 West York Street, Norfolk, VA 23510. Vendors are required to provide unit and extended prices for items 0001 through 0004. Item 0004 is an estimated item; payment will be made for actual costs incurred. Delivery is required F.O.B. Destination to the locations listed above on or before September 1, 2010. This procurement is 100% Set-Aside for Small Business. The resulting purchase order will be a firm-fixed price Purchase Order. Quotes must be submitted to the Eastern Region Acquisition Division, 200 Granby Street, Room 815, Norfolk, Virginia 23510 by 12:00 PM EDT on July 23, 2010; any award resulting from this RFQ will be made based on price and meeting the required delivery date. Quotes must be submitted electronically either by fax to 757-664-3643 or via e-mail to Christine.Jeffries@noaa.gov. Inquiries will only be accepted via email to Christine.Jeffries@noaa.gov. In order to comply with the Debt Collection and Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) database to be considered for an award of a federal contract. For information regarding registration in CCR, contact the CCR website at www.ccr.gov/index.cfm. The Federal Supply Code for this requirement is 6145, and the NAICS Code is 335929, which has a corresponding small business size standard of 1,000 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. Vendors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (AUG 2009) with their quote, or complete only paragraph (b) of this provision if the vendor has completed the annual representations and certifications electronically at http://orca.bpn.gov. If a vendor has not completed the annual representations and certifications electronically at the ORCA website, the vendor shall complete only paragraphs (c) through (m) of this provision.
