Description
This is an RFI issued solely for information and program planning purposes; this RFI does not constitute a formal solicitation for proposals. Your response to this notice will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not provide reimbursement for costs incurred in responding to this RFI. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind the Government to any further actions related to this topic. There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this RFI. Any information submitted in response to this RFI is strictly voluntary. This RFI is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and requests for the same will be disregarded. BACKGROUND: The Office of the Assistant G-1 for Civilian Personnel (AG-1(CP)) under the Office of the Deputy Chief of Staff of Army, G-1, is responsible for: "Setting long-range, strategic direction and policy governing the management and utilization of Department of the Army civilian employees. "Management and oversight of program and policy development to ensure effective management of civilian employees. "Support to the Civilian Human Resource Agency (CHRA) which is responsible for the management and operation of Regional Processing Centers (RPCs) and Civilian Personnel Advisory Centers (CPACs) Army-wide. "Evaluation and management of employees and administration of the civilian personnel program Army- wide. Within the AG-1(CP), the Civilian Information Services Division (CISD) provides operational support to a variety of civilian personnel (human resources) management programs. This support includes programming and executing budgets for automation, training, and centralized civilian personnel operations. CISD, utilizing a mix of government and contractor personnel, is responsible for all Army Enterprise Civilian Human Resource Information systems and infrastructure. The contractor will be required to provide all management, labor, tools, supplies (except as provided by the Government) and any other items necessary to fully support the Army Civilian Personnel human resources enterprise worldwide as outlined in the accompanying DRAFT Performance Work Statement (PWS). Performance is to begin no later than 1 March 2011. The primary place of performance will be at the government site in Alexandria, VA, but this will change to Fort Belvoir, VA during calendar year 2011 as a result of BRAC. The PWS provides more information reference place and times of performance. PURPOSE: The Contractor will provide a full range of IT support to the Army Civilian Personnel human resources enterprise worldwide. Support includes, but is not limited to data management, database administration, network administration, system administration, software application support, configuration management, helpdesk activities, ADPE logistics support, video teleconferencing, information system security, systems operations reporting, operation and maintenance (O&M) support to four data centers and approximately 119 field sites, hardware/software engineering and integration, network/communication support, backup/recovery/COOP, division level programmatic/scheduling, graphics and a full range of acquisition support. The objective is to monitor and maintain highly secure and available operations, assist customers, and support new development initiatives. REQUEST FOR CAPABILITY PACKAGE: Request your firm submit information describing its capability to perform the tasks set forth in the attached draft PWS. *** DATE DUE: To be considered, packages must be received in the contracting office not later than 2:00 pm, EST, August 13, 2010. Responses must be provided as attachments to an email and must be no more than 10 pages in length in 12 point Times New Roman font. It is recommended that attachments with file sizes exceeding 25MB be compressed (i.e., zipped) to ensure message delivery. Only electronic responses will be accepted. PACKAGE REQUIREMENTS: 1. Review DRAFT Performance Work Statement for task descriptions or work to determine your capability and capacity to perform this effort. 2. Provide a brief description of your team's capability and capacity to manage the following tasks. Briefly address your past performance in similar types of work. Please address in the order listed below: a)Data Management and Data Base Administrator (DBA) b)System Administration Support c)Application Support d)Configuration Management Support e)Logistics and Supply Support f)Enterprise IT Security Support g)Enterprise Infrastructure Engineering Support h)BRAC Support i)Data Center Support j)Network and Communication Support k)Helpdesk and System Operation Center Support l)Backup and Recovery Support m)IT Acquisition Support 3. Provide responses to the following: a) Describe your team's experience with the Army's Information Assurance and FISMA programs b) Describe your team's experience with designing and maintaining security measures such as IDS and IPS networks c) Describe your team's experience with preparing and executing test plans for IT applications and infrastructure life cycle management d) Describe your team's experience with executing the decommissioning and re-commissioning of a complex IT network that supports in excess of 300 users e) Describe your team's experience with supporting data center operations to include security, network management, backup and recovery, and COOP (continuity of operations). f) Describe your team's experience with ensuring integrity, availability, and performance of both classified and unclassified global WAN/LAN networks on a 24X7X365 basis. g) Describe your team's experience with diagnosing and resolving escalating in difficulty technical support issues with IT assets in the LINUX/UNIX, Oracle, and Windows environments to include initial imaging/setup, reconfiguration and replacement support for a worldwide customer base. h) Describe your team's experience with performing the full range of acquisition activities to include the procurement, distribution, and maintenance of hardware, software, services and maintenance renewal agreements. i) Describe your teams demonstrated / verifiable success with implementing a secure Linux, Windows, and Citrix computing environment for enterprise applications supporting 3K simultaneous users using virtualization and clustering technologies to provide 24x7 system availability. j) Describe your teams demonstrated / verifiable success with implementing a system monitoring infrastructure that alerts support staff of pending and actual system degradation due to memory, CPU, storage, network, database, or hardware failures and produce historical and trend information to ensure proper resource allocation. k) Describe your teams demonstrated / verifiable success with architecting an enterprise data strategy addressing data governance, data modeling, metadata, data standardization, and data integrity that exploits data as an enterprise asset. l) Describe your teams demonstrated / verifiable success with deploying a Sharepoint presence within a 250+ employee organization that incorporates a taxonomy that facilitates Knowledge Management, Document Management including workflow, robust search capabilities including the effective use of tagging, collaboration, and information sharing to increase employee effectiveness. m) Describe your teams demonstrated / verifiable success with implementing Oracle Real Application Clusters (RAC) as the nucleus database management system for enterprise applications to include segregating applications within one database, promotion of data objects between development, test, staging, and production, database tuning, partitioning, SQL tuning, and data recovery and backup strategy. n) Describe your teams demonstrated / verifiable success with developing enterprise web applications with modern and intuitive user interfaces for 3K simultaneous users using Java and.Net that integrates with Oracle RAC using established Software Development Life Cycle practices that institutionalizes version control and release management, incorporates Service Oriented Architecture (SOA), and meets application STIG requirements. o) Describe your firms demonstrated experience with Oracle HR and Java/JRE for DCPDS (Defense Civilian Personnel Data System) support. p) Describe your teams demonstrated / verifiable success with developing, integrating, and sustaining Computer Associates (CA) products, such as CA Service Desk and CA-Harvest/Software Change Manager. q) Describe your teams demonstrated / verifiable success with developing and sustaining an enterprise Business Objects reporting environment. r) Describe your teams demonstrated / verifiable success with Configuration Management (CM), including applying CM as the driver for managing a multi-million dollar IT budget process, building and sustaining an enterprise hardware and network infrastructure, and the Software Development Life Cycle -- especially in terms of software quality assurance (QA). 4. Provide no more than five contract history matrices for any contract relevant to this effort (include information ONLY for work performed within the last three years). This matrix does not count towards the page limit. The matrix shall contain the following: a)The title of service provided b)Contract Number c)Customer d)Customer Phone and email address e)Period of Performance f)Approximate dollar value for all relevant contracts g)Description of service performed 5. Describe your experience in transitioning efforts of similar size and complexity from an incumbent to your company. Please describe your anticipated plan for this effort. 6. Provide information as to the extent subcontracting/teaming is anticipated. Indicate specific functional areas and tasks for which subcontracting/teaming will be relied upon. Best of breed companies with extensive, direct experience in PWS requirements is sought. 7. Address your ability to finance the initial contract. 8. Address your approach to initial staffing. 9.
