- CSO Regional Breakdown Market Research Questionnaire This sources sought notification is targeting ONLY HUBZONE Socio-Economic Concerns. ALL other socio-economic concerns need not respond. This is a sources sought notification. This is a market research tool to determine the availability of sources prior to issuing the RFP. This announcement is for information and planning purposes only. The intent of this notice is to identify potential HUBZONE Small Business Concerns capable of providing regional armed security services at various National Capital Region (NCR) Installations. The NAICS code for this proposed competitive procurement is 561612 -Security Guards and Patrol Services (size standard is $18.5M). The contract will consist of a base period and options totaling 60 months of performance. The successful contractor shall furnish all labor, supervision, management, supplies, equipment, transportation, and any other items necessary to provide security related services to be performed at National Capital Region (NCR) facilities (Alexandria, Crystal City, Rosslyn, Arlington, Falls Church, and Maryland). The anticipated contract will be awarded as a combination firm-fixed price (FFP) contract. Specific duties include, but are not limited to, entry control point services, identification checks, vehicle inspections, emergency closure procedures, roving guard services, perimeter patrol, interior patrol, building checks, crowd control, security screening, and traffic control, capability of instructing, providing, and qualifying personnel in the use of firearms, as well as x-ray equipment and radio equipment, including obtaining the access to a firearm training facility as well as the ability to maintain a guard staff on a 24 hour 7 day a week basis with the ability to immediately backfill vacant positions due to resignations, rotations and illnesses due to a variety of reasons such as flu. Phased-in procedures at the individual installations will begin during the base period of the contract, and there will be a 30-day transition period to full performance at each installation. The Contractor shall provide armed and administrative security services and may be working along side existing government security forces that have law enforcement responsibilities. All interested HUBZONE Socio-Economic Concerns should complete the attached Market Research Questionnaire. The Capability Statement and Questionnaire should be returned via email as attachment. Responses must clearly demonstrate capabilities through examples of previous and/or current guard security contracts or experience closely related thereto. The information must be complete and sufficiently detailed to allow WHS, A&PO team to determine the firm’s qualifications to perform the defined work. Please provide on 8 ½ by 11-inch standard paper and limit number of pages to 5 (including all attachments).
