Description
This is not a solicitation. This will not bind the contractor or the Government in any way or at any time into a contract with any of the specified terms below. The United States Army, National Capital Region Contracting Center (NCRCC), intends to award a single 1 year (with four optional one-year periods) Firm-Fixed-Price (FFP) Contract for Project Directorate Reserve Component Automation System (PD RCAS) and Product Directorate Army Human Resource System (PD AHRS) for Information Technology (IT) Support Services. This is 100% Small Business Set-aside, Best Value acquisition. The primary North American Industry Classification System (NAICS) is 541519, size standard is $25 million, and the Federal Supply Code (FSC) is 7045. The RCAS is an automated information system that provides the Army the capability to administer, manage, and mobilize Army Guard and Reserve forces more effectively. Over fifty percent of the Army's force structure is in the Reserve Component. Existing information management systems in the Army National Guard (ARNG) and United States Army Reserve (USAR) are not integrated, are limited in capability and functionality, and require excessive time and manpower to operate and maintain. The RCAS provides an integrated capability that supports mobilization and improves day-to-day administration and management of Reserve and Guard forces. RCAS links approximately 10,500 Guard and Reserve units at approximately 4,000 sites located in all 50 states, 3 territories, and the District of Columbia. The United States Army is sustaining the Reserve Component Automation System (RCAS) to fulfill long-standing plans to improve the operational readiness of the Reserve Component (Army National Guard and U.S. Army Reserve) portion of the total force. The RCAS supports the decision-making needs of all commanders, staffs, and functional managers responsible for Reserve Component forces. The RCAS provides state-of-the-art office automation, telecommunications, distributed databases, and distributed processing capabilities to provide timely and accurate information to plan, prepare, and execute mobilization and to improve the accomplishments of routine administrative tasks. RCAS consists of commercial off-the-shelf (COTS) hardware and office automation software, government off-the-shelf software, and custom developed software applications (where there is no existing application) integrated into an open system, PC based architecture. The RCAS is a self-sufficient system, capable of exchanging data on a routine basis with related similar information systems in the Active and Reserve Components. The Contractor must meet all capabilities set forth in the Performance Work Statement (PWS) attached to the Request for Proposal (RFP). These IT Support Services are required to support all aspects of the PDs to include Local Area Network (LAN), Wide Area Network (WAN), and specialized information subsystems. This combination of LAN, WAN, and subsystems, including all network connectivity equipment, is collectively referred to as the network. This support focuses on the functions performed by the PD Offices in managing their respective programs, not on developing and fielding the applications that constitute the Programs themselves. The Contractor shall be responsible for the systems and equipment listed in the PWS and any attached documents, to include the analysis, design, implementation, testing, fielding, training, accountability and maintenance of these systems. This includes all management of Federal Information Processing Systems (FIPS) life cycle support, e.g., the reporting, analysis, and computer support functions required to provide timely information to carry out the mission. Any updates to this synopsis will be posted to FEDBIZOPPS. Offerors wishing to participate in this acquisition shall follow the instructions stated in the solicitation when it is released. A solicitation is planned to be issued on 9 August 2010.
