Description
554 ELGS/PNK formally announces the intent to award a sole source task order FA8734-10-F-0011 Government & Retirement Benefits, Inc. (GRB), under GSA contract GS-35F-0047S Schedule 70 for approximately $990,544.02; basic performance period and four 1 year options. To meet mission requirements, the objective of this acquisition is for the subscription of software for the Employee Benefits Information System (EBIS) eTraining module. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(b)(1), Only one source is capable of responding due to the unique or specialized nature of the work Support requires the continuation (renewal) of the current e EBIS eTraining license, as an integrated module within the current EBIS system, for 146,0013 users and consists of the following seminars: 1) Pre-retirement: The Thrift Savings Plan Open Elections Act of 2004 (Public Law 108-469) required the Office of Personnel Management (OPM) to develop and i! mplement a retirement financial literacy and education strategy for Federal employees as part of the retirement training offered by OPM under 5 U.S.C. 8350 to educate Federal employees on the need for retirement savings and investment; how to plan for retirement; and how to calculate retirement investment needed to meet their retirement goals. Each agency is required to develop a retirement financial education plan and strategy on how to provide retirement financial education to their employees. The solution to reach 100% of the AF serviced population (new employees, mid-career employees, and employees close to retirement) was to purchase the Benefit eSeminars; 2) Financial Literacy: targets new, mid-career, and pre-retirement employees 00 valid need; 35,069 FERS employees (29% of FERS employees) contributing less than 5% to TSP; and 3) New Employee Benefits Orientation: Approximately 7,000 employees hired each year; Civilian Personnel Sections (CPS) do not consistently pr! ovide benefits information - many new employees miss benefit opportunities. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(b) (1), Only one source is capable of responding due to the unique or specialized nature of the work The EBIS e-Training software license is considered highly specialized and is an embedded module within the EBIS application subscription already in use by Air Force. The software product subscription and the data rights are solely owned by GRB and cannot be purchased. The period of time required to perform a source selection as well as the ramp-up time required for a new contractor to customize software to meet the requirements would cause an unacceptable schedule delay and a substantial duplication of cost to the government that is not expected to be recovered through competition. The basic period of performance is one (1) year and four (4) one-year options. This notice of intent is not a request for competitive proposals; however, all interested persons that identify to the cont! racting officer their intent and capabilities to satisfy the government's requirement with commercial services items and are received within 15 days after the date of publication of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract actions based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets qualifications requirements at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offerors, and others for this acquisition. Before consulting the ombudsman concerned parties should first address their concerns, issues, disagreements, a! nd/or recommendations to the contracting officer for resolution. In addition AFFARS 5352.201-9101, OMBUDSMAN, will be included in this acquisition's solicitation and contract.
