Description
This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Bureau of Indian Affairs (BIA) will take procurement action in this matter. Further, neither BIA nor the Government will be responsible for any cost incurred in furnishing this information. In accordance to FAR 15.201 (e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. This RFI is being used to gather information on products and services to assist with a significant issue arising from the upcoming retirement and decommissioning of two legacy applications. It is assumed that all of the existing application functions will be transferred to a new system, and while some of the existing data will be archived and some will be transferred to the new database, a significant amount of the remainder of the data - hereafter called 'remainder data' -- will be neither archived nor transferred (at this time) rather it must remain accessible for purposes of discovery and for historical account management. It is the capture and accessibility of the remainder data that is of particular interest. Indian Affairs is amenable to conversion of the remainder data and development of access software or service. Indian Affairs targets complete shutdown of the legacy applications and mainframe server. Background: Legacy applications and database are run in a Unisys computing environment consisting of COBOL ANSI 74 applications, with one database held in Unisys "Keyed I/O" flat form and others in an IBM database management environment. The applications run on a UNISYS A series "Clearpath" NX SERVER under the MCP/AS operating system. The configuration is a follows: 1.Serversa.Production Sitei.CS7201 (Production)ii.LX7100 (Development)b.Disaster Recovery Sitei.CS72012.Peripheralsa.Tape drive (3800 reel tapes)b.Cartridge drive (DTL, 3480 cartridge)c.Optical Disk drive (Tape/cartridge conversion) Information Request: This request for information is to solicit industry capability to provide the services satisfying government needs to access the non-archived, non-transferred (remainder) data on an as needed basis by government personnel, for government use, without the use of the legacy applications. The capability must further meet industry best practices regarding systems availability, disaster recovery configuration and operational procedures and processes that can expressed in a Service Level Agreement (SLA). Responding to this RFI: RFI responses must also include: "Name of the primary point of contact for the response;"Business title;"Company;" Business type/size (ie. Large Business, Service-Disabled Veteran-Owned, Native American, etc.);"Email address;"Phone; and"Identification of other key individuals who collaborated on the RFI response.
