Description
Building 2A - Medical Home Environment, Project No. 542-12-107 THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA-244-10-IB-0349 for the following: "Building 2A - Medical Home Environment" on Project No. 542-12-107. This project will replace finishes on the 1st Floor of Building 2, to include but not be limited to the replacement of flooring throughout, repainting throughout, replacement of doors and hardware as identified, and wall paper & border as identified. A limited amount of new partitioning will be required as well. Due to the asbestos containing mastics under the existing VCT, asbestos abatement is required for all flooring. The work will be done in phases, approximately 5 rooms at a time. All abatement work must be done on weekends. The medical center unit must remain fully operational during normal business hours while the work is being completed. The Contractor shall furnish all labor, materials, tools, equipment, transportation and supervision as necessary to accomplish the work. All work shall be performed in accordance with the Specifications and Drawings. The project includes bid deduct items. Contractor shall furnish labor and materials and perform work for the VA Medical Center in Coatesville, PA, in accordance with all specifications and drawings. This synopsis constitutes the Pre-Solicitation Notice. The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about August 10, 2010. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders' mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on August 25, 2010, at 10:00 am, EST (Contractors are to meet in Bldg. 19 South Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: toni.barber@va.gov no later than Close of Business, September 1, 2010. No telephonic or fax requests will be honored. In accordance with FAR Part 36, the cost range for this procurement is between $250,000 and $500,000 and NAICS Code 236220 with a small business size standard of $33.5 million. Bid Opening Date is scheduled for September 9, 2010, at 10:00 am, EST. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The maximum time for completion of the project is 180 calendar days after receipt of Notice to Proceed. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at www.vetbiz.gov as a SDVOSB firm, and must have a current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
