- This notice is provided for informational purposes only. This requirement will be fulfilled by the National Academy of Sciences. As the pre-eminent advisor to the federal sector in scientific and technological matters, the National Academy of Sciences is uniquely qualified to bring together knowledgeable individuals from industry, government, and academia to be a part of an ad-hoc committee to conduct a study and prepare a set of consensus recommendations on applicability of adaptive building technologies, materials systems and strategies to the federal real estate portfolio, and how to transition such adaptations into widespread use. A full Justification for other than full and open competition will be attached to the Award Notice. The proposed action will not be firm-fixed price, as GSA cannot accurately estimate the costs associated with this requirement with any reasonable degree of certainty. The National Academy of Sciences will be required to appoint an ad hoc committee of 12- 15 experts to conduct a study and deliver a final report. However, the level of effort required to coordinate and manage a committee of nationally-recognized technical experts is unknown. Similarly, the level of effort required to generate the recommendation report (since it will largely depend on the results of the committee's discussions and study) is also unknown. All of these variables will impact the final cost of the requirement. As a result, GSA will reimburse the National Academy of Sciences based on its fiscal year 2010 provisional rate agreement and other costs incurred. The final report will be made available to the public without restrictions. It is anticipated that the solicitation will be posted on FBO during the week of August 9th.
