- NASA/KSC has a requirement for the purchase of consultation services to develop afeasibility demonstration of insulation density measurements by prompt gamma neutronactivation (PGNA) analysis in support of the NASA/KSC Applied Physics Laboratory, theNASA Non-destructive Working Group Cryogenic Tank NDE project and the ConstellationProgram Pad B refurbishment project. This feasibility study, should PGNA prove to be aviable technique, would result in demonstration of the PGNA technique at the GoddardSpace Flight Centers Geophysical and Astronomical Observatory Facility Test (GSFC GGAO).Though testing is not implemented in this phase of the work, test structure design andtest procedure development does require familiarity with the various aspects of thefacility where the test will be performed. Therefore, it is required that the vendorperforming this work be familiar with the GSFC GGAO facility, including the safetyprocedures, safety mechanism, neutron generator, detectors, data acquisition system, andlayout of the facility. In addition, it is necessary for the technical expert proving theconsultation services to have an in-depth knowledge of the prompt gamma technique as itapplies to complex extended media, experience in the use of the Pulsed Neutron Generator Gamma Ray and Neutron Detector (PNG-GRAND) in use at GSFC, and the radiation safetyprocedures developed for the test facility. This required knowledge would be a barrier tocompetition on this work due to the time required to develop the intimate familiaritywith the facility that Dr. Jeffery Schweitzer already possesses as he is one of theco-authors of the GSFC GGAO facilitys radiation safety procedures.NASA/KSC intends to procure this requirement on a sole source basis from SchweitzerConsulting. Per the authority of FAR 6.302-1 the services are available from only oneresponsible source and no other type of services will satisfy the agency requirements.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 12, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
