- Small Business Sources Sought: This is a Sources Sought announcement seeking only Small Business responses in order to determine Small Business participation in this acquisition. The Mission and Installation Contracting Command (MICC) Center Fort Eustis intends to procure the following services under a multiple award Indefinite Delivery/ Indefinite Quantity contract for Counter Improvised Explosive Device subject matter experts located at various locations which include Fort Leonard Wood, Missouri; Fort Huachuca, Arizona; Camp Lejuene, North Carolina; Fort Knox, Kentucky; Crystal City, Virginia; Washington, DC; Fort Benning, Georgia; Fort Leavenworth, Kansas; Fort Lewis, Washington; Fort Bliss, Texas; Fort Bragg, North Carolina; Camp Shelby, Mississippi; and Fort Hood Texas. The anticipated period of performance is a base period of twelve (12) months and four (4) one-year option periods. The services to be performed are providing analytical, technical and subject matter expertise to Counter Improvised Explosive Device Integrated Capabilities Development Team (CIED ICDT), U.S. Army Training and Doctrine Command (TRADOC), other Army organizations and Joint activities as they execute their responsibilities across a broad range of technical survivability, vulnerability, protection, homeland security, homeland defense/civil support, and related disciplines to include the identification and analysis of Army and Joint force capability gaps with emphasis on survivability and vulnerability; the rapid identification, evaluation, integration and assessment of new doctrine, organization, training, material, leader development, personnel, and facilities (DOTMLPF) warfighting capabilities for Army and Joint forces; the necessity to engage civilian industry and academia; and the need to participate in a wide range of initiatives that will enhance the survivability and reduce the vulnerability of Army and Joint force personnel, units, equipment and facilities. General tasks to be performed and identified in each individual task order are listed below: Identify, characterize, and describe specific shortcomings (e.g. capability gaps) in the ability of Army forces to successfully execute their assigned missions in an operational environment that features the use of IEDs by enemy forces. Provide the ability to assist deploying units with the analysis of CIED/Asymmetric Warfare (AW) related aspects of their mission to enable units to identify, schedule and conduct Asymmetric and Irregular Warfare (IW) training before deploying. Maintain situational awareness of current CIED/AW capabilities and available training in order to provide unit commanders with the most relevant training and integration recommendations. Contact units pending deployment and provide assistance, as needed, in helping units identify, schedule, prepare for, and conduct CIED/AW capabilities into each units anticipated deployment mission. In conjunction with the unit leadership, develop tailored, comprehensive training plans based on the units operational mission with recommendations how each unit commander can best use the components of their units CIED/AW capabilities. Capability Development and Integration Analysis: Review and make recommendations in relation to improving training and materiel concepts and strategies related to CIED. Asymmetric Warfare (AW)/Rapid Capability Development (RCD) Analysis: Research, analyze, and make recommendations to improve key strategic documents and communications affecting CIED/AW, and Fielding activities in the Army and Joint communities in relation to CIED/AW capabilities that are currently available to deploying Army and Joint DoD units participating in military operations. Intelligence Data Entry and Analysis: Review all data associated with improvised explosive device (IED) incidents in specific theater of operations. Standardize data from the review of IED incidents and data blogs into identified fields in any Excel-type spreadsheets. Training Analysis: Consolidate, research and provide pertinent data in relation to the assessment of the effectiveness of CIED training by observing individual and collective training events; reviewing published Observations, Insights, and Lessons (OIL); examining unit situation or incident reports; conducting unit and Soldier debriefings or interviews, or studying existing unit and Soldier debriefings to facilitate the revision of new training, and the conceptualization of fresh warfighting techniques and capabilities that counter existing and emerging threats to military operations. Electronic Warfare (EW) Analysis: Provide analytical and technical research during the development of EW training capabilities, and assess the effectiveness of ongoing EW training throughout the DOTMLPF spectrum. Concept Development Analysis: Research and analyze current and future protection capabilities as well as assess and provide CIED input for ongoing Joint and Army Concept development and Concept Base Analysis (CBA) efforts. Operations Tracking/Analysis: Provide operations tracking expertise to provide up-to-date status on U.S. ground units, equipment and personnel preparing to deploy to, currently conducting operations in, or preparing to redeploy from current theaters of operation. This effort shall include tracking mechanisms to monitor activities and operations of friendly forces in their area of operation; tracking force equipment dispositions to include location and maintenance of specific equipment of interest; tracking the CIED reporting process in each theater of operation and assessing how well units, Company through Brigade, are meeting their CIED/incident reporting standards. The designated NAICS Code is 541690 (Other Scientific and Technical Consulting Services) with a size standard of $7 million. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), revenue for last three years, number of employees, relevant past performance on same/similar work dating back to the last three years and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.
