Description
Argonne National Laboratory plays an active role in almost every aspect of DOE’s energy storage program and is the lead laboratory for DOE’s applied battery R&D program. The DOE considers Argonne to be its advanced materials R&D laboratory due to the many novel lithium battery electrode and electrolyte materials that have been and continue to be developed by Argonne scientists. Also, Argonne is one of DOE’s two key laboratories for the independent evaluation of advanced battery technologies. This project will design and build a laboratory-scale battery-materials production facility (Materials Engineering Facility (MEF)). The purpose of the MEF is to provide the tools necessary to rapidly scale up bench-scale battery chemistries and enable quick turnaround validation of new materials chemistries. Such a facility is a key missing link between the bench-scale development of battery technology and high-volume manufacturing of large-format advanced batteries for transportation applications. The need for a dedicated research facility to support production of materials for prototyping and to support a domestic supply chain and battery manufacturing capability has been recognized throughout the industry. The proposed MEF will fulfill this need while providing new capabilities to Argonne’s existing battery facilities, capabilities, and expertise. The MEF will enable substantial progress to be made in the development, validation, and ultimate commercial implementation of advanced battery-materials chemistries. The MEF project plans to design and build a structure within the currently existing Building 370 High Bay interior. The structure will house wet labs, office and conference space and high bay space for the purpose of conducting the scale up battery chemistry research. Most of the facility including the labs and high bay space will be classified as H occupancy space due to the presence of significant quantities of hazardous materials needed to conduct the applied research. The exact configuration of the facility and its distribution of space sizes and types will be established during the facility conceptual design which is currently ongoing. The overall size of the new facility will be approximately 10,000 ft 2. The overall technical objective for this project is to construct a secure enclosed space (including its associated environmental and utility systems) capable of housing and supporting the activities of the Argonne Battery R&D Program. This includes supporting the use of hazardous materials inside of the space and ensuring that the areas external to the space are not negatively impacted by the activities inside of the MEF space. Deliverables produced by the proposed design/build contractor for this work include: · A “Preliminary Design” Package – Prepared for customer review and acceptance defining the final configuration of the facility based on the floor plan developed during conceptual design. Additionally, this package contains required documentation needed for future operation of the facility (e.g., fire protection assessment and hazards analysis) · Final System Design Packages/Shop Drawings – Includes final system design packages or shop drawings for the major facility systems and based on the facility preliminary design. These designs are intended to communicate consistency with the D/B Statement of Work, the preliminary design and for use by the D/B firm to acquire subcontractor services and materials. · Constructed MEF Facility – The constructed MEF facility per the customer-accepted design. · O&M Package – A compilation of approved shop drawings, equipment manuals, operating manuals, tutorials, maintenance schedule and other documentation needed to properly operate and maintain the facility and its equipment. · Trained Operations and Maintenance Personnel – Train operations personnel in the proper operation of the facility systems. · Miscellaneous Documentation – Required documentation needed for future operation of the facility (e.g., Fire Hazards Analysis) and project required documentation to ensure compliance with DOE requirements (NEPA, etc.)
