- NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention (NCHHSTP), Division of HIV/AIDS Prevention (DHAP), Lab Branch (LB), intends to negotiate on a sole source basis to SeraCare Life Sciences, Inc., Gaithersburg, MD, for the follow-on award for the continued participation in the research project entitled "Seroconverter Specimen Panel." The study requires the contractor to continue whole blood collection from at least 25 existing patients enrolled under Contract No. 200-2004-10206, for two additional blood specimen collections at sixth month intervals and administer/collect questionnaire data in accordance with IRB Protocol 4660. CDC intends to negotiate this requirement under the authority of FAR 6.302-1, HHSAR 306.302-1, and 41 U.S.C.253(c) (1). The anticipated performance period is one 12 month period. The associated North American Industrial Classification System (NAICS) code for this procurement is 541712 with a standard size of 500. The on-going continued requirements are: 1) continuity of observation of a fixed cohort of patients using the same rigorous methodology; 2) report on the current local IRB status; 3) collect/ship data, specimens, and administer tests; and 4) submission of progress and final reports. The contractor's long-term experience with this study will help ensure the most efficient implementation of this follow-on project. Because of the urgent need to implement this project, it is most effective and efficient to access the use of the longitudinal patient cohort studied under the research study entitled, "Seroconverter Specimen Panel." Furthermore, the contractor has the existing infrastructure to collect, store, transport, and analyze the specimens. All presentations and publications from data analyses under the contract may be restricted. All data generated under the contract is the property of CDC. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by August 5, 2010 at 4 PM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to bbv9@cdc.gov or fax to 770-488-2868.
