Description
The Office of the Comptroller of the Currency (OCC) intends to enter into a sole source contract with Personnel Decisions Research Institute (PDRI) of Minneapolis, MN to perform a comparative analysis of the OCC and Office of Thrift Supervision commissioning and accreditation processes for National Bank Examiners and Federal Thrift Regulators. The OCC charters, regulates and examines approximately 1500 national banks and 51 federal branches and agencies of foreign banks in the United States, accounting for 60 percent of the nation’s banking assets. Its mission is to ensure a safe, sound, and competitive national banking system that supports the citizens, communities and economy of the United States. The OCC’s regulatory responsibility is discharged through formulation of a flexible banking regulatory structure and examination. A work force of approximately 3000 is employed with roughly 75% being in the Financial Institutions Examiner occupation, Office of Personnel Management (OPM) Series 570. Within OCC, employees in this occupation are called National Bank Examiners. The 2010 financial reform legislation requires the Office of Thrift Supervision (OTS) be integrated into the OCC. The OTS is a sister agency to the OCC and employs nearly 600 examiners in the OPM 570 series. These examiners are located in a number of cities across the country. Within the OTS, employees in this occupation are called Federal Thrift Regulators (FTR). Both agencies exercise a testing process to credential examiners, certifying their eligibility to sign reports and serve as Examiner-in-Charge of the institutions they supervise without supervision. The OCC is organizing a Transition Committee to establish a plan to integrate the OCC and OTS examining staff. A significant aspect of the integration plan will be the steps necessary for commissioned national bank examiners to independently examine thrifts and sign thrift reports and for federal thrift examiners to perform the same role in national banks. To assist in this process, the OCC is seeking expertise to perform the comparative analysis of both the OCC and OTS commissioning and accreditation processes, respectively. PDRI possesses significant knowledge of the OCC and OTS processes to commission and accredit examiners. PDRI evaluated the assessment center used by the OCC and developed and validated new components and procedures to include a job analysis of the entry level national bank examiner position. A similar effort was initiated to conduct a job analysis and develop a certification examination for OTS examiners. Based on its knowledge of and experience with OCC and OTS commission and accreditation processes, the OCC has made a preliminary determination that PDRI is the only responsible source to conduct the comparative analysis. The period of performance associated with the comparative analysis is anticipated to be approximately five months. This notice of intent to issue a sole source contract to PDRI is not a request for competitive quotes, and no solicitation documents are available. Any information received by the OCC in response to this notice will be considered solely for reviewing the merits of its preliminary determination that PDRI is the only responsible source with the unique capabilities to perform the comparative analysis. Final determination regarding the issuance of the sole source contract as described herein is solely at the discretion of the OCC. Any written response to this notice from potential offerors who believe they are equipped to conduct the described analysis better than PDRI should include full costing information as well as a detailed narrative containing sufficient technical documentation to establish a bona fide capacity to meet the requirement.
