- NASA/GRC has a requirement for SiC pressure sensors, on a sole source basis.NASA/GRC intends to purchase the items from Sienna Technologies, Inc. NASA GRC is in theprocess of performing a full scale long term evaluation of the silicon carbide (SiC) hightemperature pressure sensor it developed and recently licensed to a commercial entity. While short term evaluation of the sensors had been performed since the licensing of thetechnology, it has become necessary to perform a longer term evaluation in order toensure a successful technology transfer.. Therefore, the success of the technologytransfer is strongly dependent upon the success of the long term evaluation. To strivefor consistency in experimental results, it is important to avoid the changing of toomany variables at one time. Such changes will make it impossible to correlate previousresults with the new ones. One important variable that cannot be changed midstream is theproducer of the SiC pressure sensors, Sienna Technologies, Inc.The company has been responsible for producing previous generation of similar sensorsused for the short duration evaluation. By changing supplier midstream of this ongoingevaluation will certainly render the future data impossible to correlate with theprevious. Only Sienna Technology, Inc. has the expertise and intellectual knowledge toproduce these SiC sensors that are capable of operating at 600 oC at the rate that wouldguarantee enough volume needed for the evaluation. Any other vendors that claim to havesuch capability will have to undergo extensive evaluation that will take several monthsto years.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2 p.m. local time onAugust 4, 2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications not acceptable in response to this notice.An Ombudsman has been appointed.
