- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S.Army Test & Evaluation Command intends to modify the existing contract W9115U-08-D-0001 to increase the contract ceiling from 1000 each to 2000 each, Real-Time Enhanced Global Positioning Systems. The contract is currently awarded to Geodetics, San Diego, CA. The contract performance period to issue delivery orders ends 20 August 2012. To meet mission requirements, the GPS must be able to provide complete collection, data manipulation, data display and data recording of sub-meter accuracy Time, Space and Position Information (TSPI) test data. Additionally, the system must have selectable reporting and recording rates from 1 sample every 10 seconds up to and including five samples per second in order to be used on different platforms of FCS. The system must be able to record this type of TSPI data with synchronized GPS time for extended periods. Geodetics is the sole developer and the proprietor of the technical and software data (Geodetics Epoch-by-Epoch" (EBE)), of the Government owned units which must be 100% compatible. In addition, at time of award, the system must be 100% compatible with Multiple Integrated Laser Engagement System (MILES) and meet the Defense Information Assurance Certification and Accreditation Process (DIACAP) Authority to Operate (ATO) requirements. An award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and would result in unacceptable delays in meeting the mission. It is therefore in the best interest of the Government to increase the quantity ceiling on the Geodetics contract. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c) (1), implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested organizations may submit their capability statements, and qualifications for the provision of this requirement, which will be considered in accordance with numbered notes 22. This is not a solicitation, but a Notice of Intent.
