Description
This is a sources sought notice for small businesses. The Advanced Research Projects Agency-Energy (ARPA-E), a new agency within the U.S. Department of Energy, has a requirement for scientific, engineering, technical, professional, financial, and administrative support services to assist ARPA-E in its mission to enhance U.S. energy and economic security and maintain U.S. technological leadership in developing and deploying advanced energy technologies. The period of performance for this requirement is anticipated to be 5 years, subject to the availability of funds. For more information on ARPA-E see our website at (http://arpa-e.energy.gov/). As a precursor to the competitive process to acquire these services, ARPA-E is conducting market research to identify potentially qualified small business sources (including small business-led teams or joint ventures) that have the comprehensive scientific, engineering, technical, professional, financial, and administrative knowledge, skills, capability, and capacity to provide the depth and breadth of the scientific, engineering, technical, professional, financial, and administrative support as described in the attached Draft Statement of Work (SOW) and Position Descriptions. The North American Industry Classification System (NAICS) Code for this requirement is 541690 Other Scientific and Technical Consulting Services ($7 million size standard). The offeror selected to perform this requirement will have access to confidential, proprietary, source-selection sensitive, or otherwise restricted information of other contractors. As a result, ARPA-E will impose organizational and personnel conflict of interest restrictions on the selected offeror. Among the restrictions will be a prohibition against the selected offeror -- including its parent, affiliates, subsidiaries, successors in interest, and subcontractors -- from participating (in any capacity) in any ARPA-E procurements or financial assistance programs or projects, other than as support to ARPA-E. The Federal Government funding for this effort over the past year has averaged about $8 million. The current incumbent contractor performing these services is Booz Allen Hamilton located in McLean, Virginia. Interested sources are invited to submit a capability statement of no more than fifteen (15) pages to demonstrate their comprehensive scientific, engineering, technical, professional, financial, and administrative knowledge, skills, capability, and capacity to provide the services required by the SOW and meet the requirements contained in the Position Descriptions. No proprietary or confidential commercial/financial information is being sought, nor should it be submitted. The response must also include (1) sufficient evidence that (a) the respondent already employs the requisite personnel and they will be available to perform the contemplated work, or (b) the respondent has a letter of commitment from specific persons who are available and willing to perform the contemplated work, but who are not currently employed by the respondent; (2) a narrative description of the educational and experience qualifications of personnel proposed for the contemplated work compared to the r equirements contained in the Position Descriptions; (3) a copy of any teaming, subcontract, or other agreement(s) between the respondent and any parties that would be performing any portion of the contemplated work; (4) a narrative description of similar projects performed for other Federal Government agencies or other entities, including (a) a brief description of the project and its relationship to contemplated work, (b) contract or project number, (c) customer point of contact (name, address, email address, and phone number), and (d) the dollar value of the project, (5) sufficient evidence to demonstrate your capability and knowledge to accomplish the scope of the Statement of Work and operate in ARPA-Es unique environment. In addition, respondents must provide their corporate socio-economic status (small business, service-disabled/veteran-owned business, HUBZONE, small disadvantaged business; woman-owned small business, etc.). All feedback provided will be taken into consideration, but ARPA-E will not respond to individual submissions or publish publicly a compendium of responses. Federal personnel will use the information submitted to determine the competitive approach to be taken, if and when a solicitation is issued. Any comments, questions, and suggestions should be submitted separate from the capability statement. This notice is provided as information to the marketplace, and is an invitation for an expression of interest and demonstration of capability to perform the contemplated work. The Federal Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information.
