- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This Sources Sought Notice is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government will not pay for any materials provided in response to this notice. It is the potential business concerns responsibility to monitor this site for the release of any synopsis or solicitation. This effort is to seek qualified small businesses capable of fulfilling the requirements for Program Management Office (PMO) support in the Department of Homeland Security (DHS) Office of Chief Information Officer (OCIO) Office of Applied Technology (OAT) to support the Identity, Credential and Access Management (ICAM) program office. Through the objectives identified below, the Department of Homeland Security ICAM PMO will enhance and align the ICAM services provided across the Department to meet the DHS Headquarters ICAM strategic goals. Goal 1. Facilitate E-Government by Streamlining Access to Services Goal 2. Improve Security Posture across the HLS Enterprise Goal 3. Improve HLS Information Sharing Environment (ISE) Goal 4. Reduce Costs and Increase Efficiency Goal 5. Comply with Federal Laws, Guidelines and Standards Relevant to ICAM The salient characteristics of this requirement include: • Program Management Support: Provide strategic planning for achieving ICAM goals and objectives through implementation of an ICAM program to include program management, planning, and Systems Engineering Lifecycle support. • ICAM Support: Provide subject matter expertise and technical advisory services to DHS ICAM PMO to include the development of ICAM Strategy, Roadmap, Implementation Plans, and ICAM Performance Measures; • Technical Service Support: Provide Technology Advisory support across all ICAM services; • ICAM Segment Architecture Development Maturation Support: Refine the DHS ICAM segment architecture; • Program Outreach and Communications: Support the ICAM program outreach and communications to include communications and outreach plans, strategy, and change management process. The acquisition strategy has not been determined at this time. The applicable NAICS code is 541519, Other Computer Related Services with a small business size standard of $25 million in annual revenue. Include your company's North American Industry Classification System (NAICS) code. i. Provide your company's DUNS number. 2. Your capability statement should demonstrate a firm understanding of the requirements listed above and provide the following: a. Provide a brief history of your business, to include organization structure, experience in providing services necessary to fulfill the requirements; b. Address approaches you would recommend; c. Provide information of similar program management support on Federal Identify Credentials and Assessment Management program support.
