- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx.FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division has a requirement for the production, evaluation and repair of Continuous Wave Illuminator (CWI) Traveling Wave Tubes (TWTs). Contract Line Item Numbers (CLINs) will be included as follows: CLIN 0001 Production, minimum 6, maximum 220; CLIN 0002 Evaluation, minimum 0, maximum 15; CLIN 0003 minor repair, minimum 0, maximum 20; CLIN 0004 major repair, minimum 0, maximum 130; CLIN 0005 rebuilds, minimum 0, maximum 261, CLIN 0006 data. Work to be performed in accordance with Government Statement of Work (SOW), specifications and Contract Data Requirements Lists (CDRLs). Delivery will be FOB Destination, NSWC Crane, Indiana. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from Communications and Power Industries (CPI) of Palo Alto, CA. The anticipated 5-year Indefinite Delivery Indefinite Quantity, Firm Fixed Price Contract is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for this product can only be met by one manufacturer due to the contractor's unique knowledge and proprietary design as the Original Equipment Manufacturer. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 20 August 2010. Closing date will be on or about 20 September 2010. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. The POC is J.D. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
