- Description
- The Naval Research Laboratory (NRL) has a requirement for highly skilled personnel, equipment and facilities to support a comprehensive integrated program to conduct threat analysis and analysis of alternatives, and to develop the next generation of Electro-Optical/Infrared (EO/IR) sensors and sensor suites for protecting our war fighters. The advanced technology activities involved include research, analysis, measurements, hardware and software development and field testing of EO/IR prototype systems. The required engineering efforts and areas of technical investigation will be broad, but will emphasize the optimization of developmental electronics hardware, embedded software and test & evaluation capabilities to facilitate efficient prototype development, testing and efficient exploitation of EO/IR sensors and sensor systems. Types of developmental systems and programs include: (a) Intelligence, Surveillance, Reconnaissance (IRS) sensors and systems, (b) manned air/surface platform survivability and Infrared Counter Measures (IRCM) systems, and (c) unmanned aerial and surface vehicle sensor systems. Additional efforts will be directed at identifying and evaluating what capabilities can be achieved with the addition of alternative technology sensor suites and the use of sensor fusion to increase sensor suite capabilities. The overall objective of this effort are the development and testing of prototype EO/IR sensors systems for IRCM and ISR applications, including but not limited to (a) Laser based Directed Infrared Counter Measures (DIRCM) systems, (b) advanced airborne ISR systems, (c) state-of-the-art technologies that promise to provid solutions to current or projected Fleet aircraft and other Naval platform survivability problems; and (d) the implementation, evaluation and transition of these technologies into engineering development or formal acquisition programs. This is a follow-on to NRL contract N00173-08-C-6007 with Alaire Technologies, Inc. It is anticipated that a Cost Plus Fixed Fee (CPFF) contract will be made as a result of this solicitation. The anticipated period of performance will be one (1) year with four (4) one-year options. SECRET Facility and Personnel clearances shall be required. A detailed solicitation and Statement of Work with Personnel Qualifications will be available as part of the solicitation which will be posted approximately 15 days from the posting of this notice. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
