- This is a combined synopsis/solicitation for commercial items prepared in accordance with Parts 12 and 13 of the Federal Acquisition Regulation (FA) as supplemented with the information included in this notice. This announcement constitutes the only solicitation; the FDA is requesting quotes and will not issue a separate, written solicitation. This is solicitation number FDA-SOL-10-1077693. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43. The associated North American Industry Classification System (NAICS) Code is 423440, and the Small Business Size Standard is 100 employees. THIS REQUIREMENT IS 100% SET ASIDE FOR SMALL BUSINESSES Objective - The Food and Drug Adminstration (FDA) requires a software platform to enable it to analyze, annotate, and model drug toxicity data at the level of cellular and molecular pathways. The purpose of the software is to characterize and simulate the normal and pathologic pathways involved in tissue injury. FDA will use the software to predict fluxes and identify targets, critical nodes, and redundant mechanisms underlying the toxic effects of drugs. The software platform shall be a multi-user, server based system that can integrate data management, data storage and data annotation functions with the ability to create kinetic models based on the interactions of genes, proteins, biochemicals and biological processes. Required Functional Characteristics - Any software platform proposed shall possess the following functional characteristics: * Operates using a client-server architecture * Server component can be installed on a workstation running Windows XP Professional * Client component can be installed on workstations running Windows XP Professional and/or Windows 7 * Contains interfaces that permit integration with MATLAB and/or other data modeling and visualization systems * Allows users to organize and view laboratory data in the form of pathways * Capable of interacting with multiple internal or external databases and knowledge sources in creating, annotating, and enriching pathway models * Contains user-friendly tools for creating and interacting with novel pathways based on experimental and literature data sources * Enables users to analyze, simulate and share annotated pathway information * Pathway annotation, construction, and simulation accomdates protein biochemical and process data * Enables users to define and dynamically execute models, simulate "what if" scenarios, predict outcomes and evaluate sensitivities to model parameters * Integrates tools for assigning reaction kinetics and defining simulation parameters by fitting study data * Imports, stores, shares, synchronizes, exports and publishes pathway models using multiple formats and sources as specified and controlled by the user and his/her collaborators * Able to manage and interact with laboratory data. Items: CLIN 1 - Software with seat licenses for up to five (5) users. * Period of Performance: 8/6/2010 - 8/5/2011 * Includes remote support (users can phone/email personnel knowledgeable about software with problems or for guidance in using advance features) CLIN 2 - Training for up to five (5) FDA employees CLIN 3- Maintenance of seat licenses for up to five (5) users * Period of Performance 8/6/2011 - 8/5/2012 * Includes remote support (users can phone/email personnel knowledgeable about software with problems or for guidance in using advance features) * Includes patches, updates and enhancements CLIN 4- Maintenance of seat licenses for up to five (5) users * Period of Performance 8/6/2012 - 8/5/2013 * Includes remote support (users can phone/email personnel knowledgeable about software with problems or for guidance in using advance features) * Includes patches, updates and enhancements CLIN 5- Maintenance of seat licenses for up to five (5) users * Period of Performance 8/6/2013 - 8/5/2014 * Includes remote support (users can phone/email personnel knowledgeable about software with problems or for guidance in using advance features) * Includes patches, updates and enhancements CLIN 6- Maintenance of seat licenses for up to five (5) users * Period of Performance 8/6/2014 - 8/5/2015 * Includes remote support (users can phone/email personnel knowledgeable about software with problems or for guidance in using advance features) * Includes patches, updates and enhancements Delivery: F.O.B. Destination Basis of Award: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer is the most advantageous to the Government, price and other factors considered. The following factors, listed in descending order of importance shall be used to evaluate quotes: (1) TECHNICAL * Software solution meets all required functional characteristics * Software solution offers functionality beyond what is required that will provide additional benefits to FDA (2) PAST PERFORMANCE * Software solution has been successfully run in a Federal Government I.T. environment (This is a "plus" factor. Offerors whose software solution has not been successfully run in a Federal Government I.T. environment will not be penalized. FDA reserves the right to check the NIH CPS, PPIRS or other online past performance databases maintained by Federal entities). (3) PRICE Instructions to Offerors: Offerors shall submit a quote that includes: (1) specification sheet or other description proving that the software offered meets the funcitional requirements; (2) specification sheet or other description describing functionality beyond what is required; (3) a list of federal agencies that have purchased the software; (4) pricing information The FDA reserves the right to make award without discussions. The provision at FAR 52.212-3 (Offeror Representations and Certifications - Commercial Items) applies to this acquisition. The clause at FAR 52.212-4 (Contract Terms and Conditions - Commercial Items) applies to this acquisition. The clause at FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders) applies to this acquisition. The following FAR clauses cited in this clause are applicable: 52.219-28, 52.222-26, 52.222-36, 52.225-1, 52.225-3, 52.232-33, 52.222-41, 52.222-42. The following additional FAR clauses are incorporated in full text: 52.217-9 Option to Extend the Term of the Contract. (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within1 day; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 1 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
