Description
Veterans Integrated Service Network 18 intends to solicit sources to provide an Anesthesia Record Keeping (ARK) Clinical Information System (CIS) located at the Phoenix Veterans Administration Medical Center (VAMC), Tucson VAMC, Albuquerque VAMC, Big Spring VAMC, Amarillo VAMC, El Paso VAHCS, and Prescott VAHCS. This acquisition shall be conducted through full and open competition and shall result in a single award of a firm-fixed price contract to the offeror whose proposal is most advantageous to the Government, technical, price and other factors considered. This North American Industry Classification (NAICS) code 541511, Custom Computer Programming Services. The solicitation will be issued via the FedBizOpps at http://www.fedbizopps.gov/. Telephone requests will not be accepted. All interested parties must register on the FedBizOpps site in order to receive notification or changes and/or new postings to the solicitation. There will be no further pre-announcement of when the solicitation will be posted, however, the issuance date is anticipated on or about October 1, 2010. All potential offerors are reminded that in accordance with FAR 52.212-4, all contractors are required to be registered with the Central Contractor Registration (CCR) database in order to conduct business with the Federal government. Lack of registration in the CCR database may make an offeror ineligible for award. The website is located at http://www.ccr.gov/. Each Offeror must have an established firm in the business called for, be financially sound, able to show evidence of reliability, ability, experience, facilities, and personnel directly employed by them to render prompt and satisfactory service. Contractors are requested to take into consideration the complexity and extent of the services to be performed for this VISN 18 wide procurement. Contractor shall be responsible to provide all services associated with the furnishing and installation of this system. Contractor shall provide the most efficient means of optimizing training, system maintenance, and data exchange within each facility in VISN 18 and will be required to acknowledge that they understand the substantial interface requirements between the vendors CIS and the VHA hospital information system (VistA). This is a critical component of the project. Contractors must also be able to provide the defined required interfaces for a complete turn-key project. The CIS Contractor will be required to have a VistA testing environment, QA staff, and provide installation, training and support of the CIS/VistA interface. DataBridge development environment, testing support, and specifications required for the CIS/VistA interface will be provided under a different procurement. The Contractor will be required to extract extensive clinical and administrative data from the CIS to import into an Analytics database which will be provided by Solution Analytics. The Contractor will be required to identify the status of their CIS/VistA interface and Analytic export Certifications, Licenses and Accreditations that are applicable to the type of services being provided. Type of licenses required for the Anesthesia record keeping (ARK) CIS shall include an unlimited, non-exclusive, non-transferable perpetual license for each facility in VISN 18. The new CIS system shall allow for future expansion due to anticipated and changing needs within VISN 18. The system shall allow for the addition of future CIS systems such as the OR, other CCUs, Intensive Care Unit (ICU), or enabling them to pass data to one another.
