- Subject: Sole Source Procurement Purchase Number 640-10-4-163-0271 AlterG Anti-Gravity Treadmill 1.CONTRACTING ACTIVITY: Department of Veterans Affairs Consolidated Contracting Activity-VISN 21 2.NATURE/DESCRIPTION OF ACTION: VA Palo Alto Health Care System has a requirement for the sole source (brand name) procurement of Alter-G Anti-Gravity Treadmill M320. 3.DESCRIPTION OF SUPPLIES/SERVICES: The following line items are required for this procurement: 1 ALTERG ANTI-GRAVITY TREADMILL M320 1 EA 2 M300 SERIES SHIPPING & (Roll-In)INSTALLATION1 EA 3 M300 SERIES ANNUAL EXTENDED WARRANTY 4 EA 4 ALTERG ANTI-GRAVITY TREADMILL SHORTS7EA 4.AUTHORITY CITED: FAR 6.302-1, 41 U.S.C 253 (c )(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and 6.302-1(c ) Application for brand name description 5.REASON FOR AUTHORITY CITED: Extensive market research was conducted. Market research shows that this is a commercial item and is sold by only one authorized vendor. Other treadmills are available on the market, but do not offer all of the functionally as the one offered by AlterG. This particular brand of treadmill is first one of its kind. It has been determined that this procurement falls within this category. Only one responsible source and no other suppliers will satisfy agency requirements. 6.EFFORTS MADE FOR SOLICITING FROM OTHER VENDORS: No other vendors could be located that provided a product which met the same functionally requested by the customer. 7.FAIR AND REASONABLE COST DETERMINATION: A Price Negotiation Memorandum (PNM) will detail how the Government has determined that the anticipated costs will be fair and reasonable in accordance with FAR 13.106-3. 8.MARKET RESEARCH: In accordance with Federal Acquisition Regulation (FAR) Part 10, market research was conducted to arrive at the most suitable approach to acquiring Alter-G Anti-Gravity Treadmill VAPAHCS, Palo Alto, California. Market research indicates the requirement is a commercial item as define in FAR part 2.1. After searching General Service Administration (GSA)/Veterans Affairs (VA) Federal Supply Schedule (FSS) e-library, in guidance with priorities for use of Government supply sources (FAR part 8.003 (c)), it was determined the AlterG anti-gravity treadmill is not available on the schedule. The item is available in the commercial marketplace from AlterG a small business. 9.SUPPORTING FACTS: AlterG offers the only treadmill that uses differential air pressure to incrementally and progressively permit patients with lower extremity injuries to exercise in a stress free anti-gravity environment. The AlterG anti-gravity treadmill creates an environment for patients to perform their normal motions, pain-free. Thus having a better recovery and smoother transition back to normal activities therefore, improving patient quality of life. The anti-gravity treadmill painlessly retrains muscles to keep repairing joint movement and promotes moving in balance consequently speeding up rehabilitation time. The AlterG anti-gravity treadmill supports full range motion for upper and lower body, keeps patients in place, maintains lateral support preventing falls associated with rehabilitation. AlterG anti-gravity rehabilitative exercise treadmill equipment considerably lowers the stress on healing leg muscles, tendons, and hips typically seen with normal treadmills. This equipment will improve the ability to provide rehabilitation services to our veterans recovering from lower extremity injury. 10.LISTING OF SOURCES: There are currently no other sources who have expressed interest in this acquisition. 11.STATEMENT OF ACTION: Notification of the proposed procurement will be placed on Federal Business Opportunities (FBO) in accordance with FAR 6.305. 12.TECHNICAL SUPPORTING DATA: AlterG owns all rights and patents to anti-gravity treadmills. The technology developed at NASA and further developed by Alter G for medical rehabilitation. 13.CONTRACTING OFFICER: I certify the supporting data under my cognizance which are included in the J&A are accurate and complete to the best of my knowledge and belief.
