- Notice of Intent to Award a Sole Source Contract The Department of Energy's (DOE) Office of Climate Policy and Technology (PI-50) has a requirement for quantitative economic support in assessing climate change policy options in a global context. PI-50 is developing capacity to use a US computable general equilibrium (CGE) model in order to translate the impacts of energy and carbon price changes (from energy system models) into macroeconomic indicators, like gross domestic product (GDP), consumption or employment changes. The CGE modeling required for this effort necessitates both a well-tested model and a rich, up-to-date global database. DOE intends to award a sole source contract to the Global Trade Analysis Project (GTAP) at Purdue University for the development of a CGE model. The GTAP's existing database is unique in that it is comprised of over 50 geographical regions (each consisting of 1 or more countries) representing the global economy. Each region is currently disaggregated into 57 consistent economic sectors. The database contains detailed information on production, consumption, and trade for the sectors and macroeconomic data on the countries. It combines bilateral trade, transport, and protection data characterizing economic linkages among regions, together with individual country input and output databases which account for inter-sectoral linkages within regions. The GTAP Center at Purdue University is the only pre-publication source of the GTAP database. There is no other known source for this type of comprehensive database containing a similar number of countries and industrial sectors. This procurement will draw upon the unique GTAP database to develop, test, refine and utilize a new version of the GTAP dynamic model which will enable PI to achieve its critical objective of assessing the economic impacts of proposed climate change policies in a global context and to advise the Secretary of Energy on the implications of key policy design choices. The period of performance requested is one year. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit capability statements and rationale by Monday, August 13, 2010 at 11:00 am via e-mail to jessy.abellard@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
