Description
This is a sources sought synopsis only. It is not a solicitation announcement. The purpose of this sources sought synopsis is to gain knowledge of potential qualified small (preferably Veteran Owned) businesses that can fulfill the requirements of a service contract. Note: In order to qualify for a services contract, the small business Offeror MUST SHOW THAT AT LEAST 51% of the actual work will be performed by the Offeror. The NAICS (North American Industrial Classification Service) for this procurement is 334512. Business size in 500 employees. All responses received as a result of this synopsis will be accumulated and become a part of the Market Research into this market. Also note that any response received because of this announcement, will not be considered as a response to any potential solicitation announcement. This announcement is for work that will be performed at the Department of Veterans Affairs Alexandria VA Medical Center, physically located at 2495 Shreveport Highway 71, Pineville, LA 71360. We are seeking any small business (preferably VOSB or SDVOSB) that has the engineering expertise to revitalize the existing direct digital controls infrastructure at the Alexandria VA Medical Center. 1. The contractor must be qualified to complete a "turnkey" project and provide the following services: a.Enterprise level Automation, Control and Monitoring Network b.Retro-commissioning and upgrade of the existing direct digital controls infrastructure. c.Systems Integrator services as needed. 2. It is the intent of this project to employ an Enterprise level facility's Integrator approach for the facility technology systems with a focus on recommissioning, repairing and/or replacing the direct digital controls equipment for the existing controls. Under this approach, the integrator will work under the direction of the Owner and in close coordination with the Owner's Commissioning Agents. The Integrator shall provide project management, contract administration, integration services and retro-commissioning. 3. It is most important that the manufacturer in Integrator of the proposed system solution have sufficient experience and resources required to support the medical center's current and future technology needs. 4. The proposed project team shall not be changed throughout the course of the project without prior approval from the Alexandria VAMC. 5. Since the scope of services required under this project were not designed by an A/E firm and detailed drawings and specifications were not generated, the selected contractor must demonstrate capability of working in such an environment. 6. The size and scope of this project requires detailed project management to ensure effective implementation. 7. The existing direct digital controls infrastructure for the medical center are aged and non-integrated. Multiple systems from multiple manufacturers currently exist. In some cases, multiple versions from the same manufacturer exist and are not integrated together into a cohesive Enterprise level automation and monitoring network with a single Human Machine Interface (HMI). The selected contractor must demonstrate their suggested system can function as a singular and cohesive Enterprise solution rather than a discrete direct digital controls solution. 8. While revitalizing the existing direct digital controls infrastructure is an important aspect of this project, ensuring the repairs and improvements have a sustained impact on reducing the campus energy consumption is equally important. Therefore, the contractor will have to demonstrate that their Enterprise system has a separate energy management application that includes: a.Complex start-up and shut-down procedures b.Demand limiting c.Optimal start-stop routines d.Standard web reports e.Detailed trending ability f.Seamless interoperability with the direct digital controls infrastructure 9. In planning for the future technology needs of the medical center, the contractor will need to show how the firm's Enterprise network infrastructure should be considered an investment for not only direct digital controls but other facility systems as well. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
