- Brand Name Justification Request For Quotation HT9402-10-Q-0013 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will be issued as request for quotation number HT9402-10-Q-0013. This requirement is for SaS software licenses and maintenance. See the attached solicitation/request for quotation HT9402-10-Q-0013 for the contract line items, clauses and provisions, the evaluation criteria, and additional information. Delivery and acceptance is at the FOB Destination location at TRICARE Management Activity, 16401 East Centretech Parkway, Aurora, CO 80011-9066. This requirement is not a small business set-aside based on the associated NAICS Code 511210 Software Publisher with a business size standard of $25 million. The solicitation/request for quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective on July 23, 2010. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. This award will be a firm-fixed price contract based on the lowest priced, technically acceptable quote. Offerors are advised to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications - Commercial Items, Alternate I, with its offer. The clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, and the additional FAR clauses cited in the clause are applicable to the acquisition. The contracting officer has determined additional FAR and DFARS clauses and contract requirement to be necessary for this acquisition and consistent with customary commercial practices. Signed and dated quotations shall be received by 03:00 PM Mountain Time, Wednesday, August 11, 2010. The quotes shall be submitted by either email to: sandra.cleveland@tma.osd.mil and cc: alicia.broner.ctr@tma.osd.mil, or delivered to Department of Defense, TRICARE Management Activity/CM, Attention: Sandra Cleveland, 16401 East Centretech Parkway, Aurora, CO 80011-9066. All emails and correspondence related to this solicitation must have the solicitation number indicated in the subject block.
