Description
The Department of Energy?s (DOE), Office of Climate Policy and Technology (PI-50), within the Office of Policy and International Affairs (PI) has a requirement for analytical and technical support to complete development of an input-output based modeling framework for estimating the potential production cost impacts of alternative climate change policies on individual industrial sectors of the U.S. economy. The modeling framework is based on (1) economic data compiled by the Bureau of Economic Analysis (BEA) for each of the 428 sectors in the BEA industry classification system, and (2) greenhouse gas emission factors developed for each BEA sector by Carnegie Mellon University?s Green Design Institute (GDI) in collaboration with Abt Associates and other GDI Consortium Members. Completion of the input-output based modeling framework will enable PI-50 achieve its mission critical objective of developing analytical ability to assess the economic impacts of proposed climate change policies on industrial sectors. The Government intends to award a sole source time and materials type contract to the Abt Associates (Abt) to accomplish this requirement. The period of performance for this award will be for twelve (12) months. Abt Associates is uniquely qualified to support PI-50 in completing development of the input--output based modeling framework, due to its highly specialized knowledge and its access to proprietary data needed to successfully complete the project. In the course of developing the modeling framework, Abt Associates has acquired an intimate understanding of the design issues associated with the modeling framework, as well as detailed knowledge of the underlying data sources, calculation methods and other analytical and technical issues. In addition, Abt Associates has full and immediate access to proprietary industry-specific emission factor data from Carnegie Mellon University's Green Design Institute. No other firm has this combination of specialized technical experience and immediate access to data. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit capability statement and rationale by August 13, 2010 at 1:00 pm via e-mail to jessy.abellard@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
