Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute to procure the products/services specified below from SCIREQ Scientific Inc., P.O. Box 12212, Chandler, AZ 85248. The reference number NHLBI-PB-HG-2010-265-RSF. The items to be purchase are: flexiVent Complete system solution, flexiVent FX Base unit, flexiWare Software 7.0 full liicense, flexiVent Y-tubing for Module 1,Y Tubing adapter, flexiVent FX Module 2, Y tubing adapter for FX Modules 2&3, Pressure manometer 3.0 k Pa, Aeroneb Lab Nebulizer unit, ANC Aeroneb Lab nebulizer controller unit, Aeroneb nebulizer unit, small particle size, Aeroneb adapter cable, computer control, Drying tube, Y-tubing adapter with nebulizer mount for FX module 1, Y tubing adapter with nebulizer mount for FX modules 2 & 3, Single channel isolated EKG amplifier, Blood liquid pressure transducer, T-type thermocouple adapter for rectal temp. meas., On-site installation and training, Installation and training expense. FlexiVent is at its core a computer-controlled precision piston pump that can intersperse mechanical ventilation with a variety of volume and pressure controlled maneuvers to obtain accurate, reproducible measurement of respiratory mechanics. Featuring improved accuracy, extended measurement capabilities, a new valve configuration and quiet operation, the new, more integrated design offers an extended range of applications with enhanced efficiency and ease of use. The system provides: 1.Unique distinction between central and peripheral mechanics 2.Forced oscillation technique 3.Both static and dynamic mechanics measurements and recruitment maneuvers in a single system 4.Both resistance and compliance measurements and forced expiratory measurements in a single system 5.Real-time pressure and volume controlled maneuvers 6.Pressure and volume controlled breath-gating 7.Parallel subject measurements in the near future The sole source determination is based on the fact that the NHGRI requires a system capable of collecting measurements for study of respiratory mechanics using the forced oscillation technique, distinguishing between central and peripheral mechanics, calculating automated pressure volume loops, providing for dynamic resistance and compliance in a static system and providing controlled automated aerosol delivery in a subjects as small as 10 grams for use in our genetically engineered mice. The SCIREQ Scientific flexiVent system obtains reproducible measurements and requires fewer subjects to achieve statistical significance. It is regulatory requirement that the Government use the minimum numbers of research animal subjects possible while achieving statistical significance. The FlexiVent system provided by SCIREQ Scientific Inc., meets the range of respiratory mechanics measurements used in mice, and the NHGRI requires a comprehensive system with capabilities to assess large numbers of mouse models of cardiac and pulmonary disease. Therefore, it is to the Government’s best interest to purchase a system that will quantitatively assess changes in the lung mechanics of genetically engineered mouse models of cardiac and pulmonary disease. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification System (NAICS) Code is 425120 and the business size standard is 100 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
