Description
THIS ANNOUNCEMENT HAS ALSO BEEN ATTACHED AS AN AMENDMENT TO THE SOLICITATION QUESTION(s) 1. Question: When is the desired start date to begin operations of the facilities as a DOH approved potable water system? The delivery date specified on page 3 of the solicitation specifies a Start Date to End Date period of 6/15/10 to 9/30/10, please clarify what is expected to be delivered in this time frame. Given that the water sample contaminants analyses can take four to six weeks, and pending whatever additional information and documents needs to be created or compiled, given the nearness of the end date, submittal of the engineering report may not be possible by the end date. DOH allocates forty-five days for interagency review of the engineering report, given this timeframe, startup approval of the water system is not possible prior to the 9/30/10 end date. ANSWER: Desired start date is "ASAP" The park is desirous of getting our water certified as a potable drinking water source at the earliest date possible. The start dates are uncoordinated for administrative reasons. A more realistic date at this time is end of year (Dec. 31, 2010). 2. Question: Could you please confirm that the NPS will be the owner of the new potable water system? ANSWER: NPS will be the owner of the water system 3. Question: It is presumed that the subject Kipahulu Well Water System is the recently completed well, tank, and distribution system-that is currently deemed non-potable. Could you please confirm this and confirm that the intent is to convert this system to a potable system? If this is not the case, could you please address the following: a. What is the status of the Kipahulu Well? Is construction of the well completed (drilled, cased, grouted)? Has any preliminary engineering and hydrology information/documentation been compiled or prepared?b. Please confirm that only one well and well pump is to be considered.c. What is the status of outfitting the Kipahulu Well with its pump and the pump's power supply and controls? Has any preliminary engineering information/documentation been compiled or prepared?d. What is the status of the well pump's discharge transmission pipeline? Has any preliminary engineering information/documentation been compiled or prepared?e. What is the status of the water system's treatment system (if any)? Has any preliminary engineering information/documentation been compiled or prepared?f. What is the status of the water system's storage tanks? Has any preliminary engineering information/documentation been compiled or prepared?g. What is the status of the water system's distribution piping system? Has any preliminary engineering information/documentation been compiled or prepared? ANSWER: Yes, Intent is to convert the present non-potable system in Kipahulu to a potable system. Will clarify shortly a thru g question(s) with the NPS Maintenance Department and respond within another announcement. 4. Question: What are the operational status of each of the water system components? ANSWER: Water system and all components are operational at this time and providing non-potable water for toilet flushing at park bathrooms and for irrigation purposes. 5. Question: Could you please confirm that NPS has the requisite well and pump permits from the Hawaii Commission on Water Resource Management (CWRM)? ANSWER: NPS has well permits from State of Hawaii (CWRM) Permit # 3903-03 6. Question: Could you please confirm that the constructions plans for the well, well pump installation, control building, treatment system, storage tanks, transmission mains, and distribution system will be provided by NPS? ANSWER: NPS will provide construction drawings of all well, tank and distribution lines to contractor. 7. Question: Could you please confirm that there will be a NPS project manager/point of contact who will be responsible for providing all documents that are initiated with the NPS, or are the responsibility of NPS (e.g. CWRM permits, easement documents, operational commitments to DOH)? ANSWER: NPS will provide a point of contact to work with contractor to provide NPS documents and oversee contract 8. Question: Could you please confirm that the water system will provide water only to NPS property and will not sell water to the general public, and that the Hawaii Public Utilities Commission regulation is not involved? ANSWER: Park has no intent or authority to provide, sell or distribute water beyond the park and its visitors and campers and staff to any other end user. 9. Question: What will the potable "Public Water System" be classified as? Community Water System, Non-transient non-community Water System, or Transient non-community Water System? ANSWER: Classification of this system will depend on consultation with the State DOH Safe Drinking Water Branch but most likely, Transient, non-community Water System 10. Question: Has NPS discussed this project with DOH? Is it okay with NPS for the Offeror to discuss this project with the DOH? ANSWER: DOH, Safe Drinking Water Branch is aware of our desire to certify the parks water system in Kipahulu as a potable source. It is okay with the offeror to discuss this proposal with the DOH. 11. Question: Will a site visit be allowed? If so, will your office be organizing one? If so, would you please advise when it will be conducted and the details? If a site visit is allowed, but will not be set up by your office, could you please advise the procedure and contacts to schedule one? ANSWER: A site visit will be allowed. The time and date of such a site visit will be determined by the Haleakala National Park, Peter Kafka- Maintenance Department (808) 572-4421. Mr Kafka will let you know the times allowed. 12. Question: Could you please provide the full text for the following FAR Clauses that are included in the solicitation by reference?
