Description
SF1449 with SOW parts B,C,D and E. King Air Engine Upgrade. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-43ZP-S-10-0012 and is issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. This acquisition is set aside 100% for HUBZONE small business and the NAICS code is 488190 where the size standard is $7 million. The offeror shall submit in his proposal a breakdown of price for parts/supplies and labor as well as identify the estimated time frame to complete the assignment. The USDA Forest Service is seeking services to be performed on a 1978 Hawker Beechcraft King Air 200 for two Pratt and Whitney PT6A-52 engine replacement. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors such as delivery time and warranty considered. The following factors shall be used to evaluate offers: (1)Past Performance - Experience in performing similar work. (2) Technical Capabilities - Qualifications of Personnel, performing the work. and (3) Quality of facility where work will be performed. Technical and past performance when combined are approximately equal to cost or price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Reps and Certs-Commercial items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items, applies to this acquisition. Proposals are due by 4:30pm on August 18, 2010.
