- REQUEST FOR EXPRESSIONS OF INTEREST (DEVELOPMENT OPPORTUNITY ) VA Southern Oregon Rehabilitation Center and Clinics (SORCC), White City, OR SCOPE AND NETWORK OBJECTIVES The United States Department of Veterans Affairs (VA) under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. 8161 to 8169), is seeking expressions of interest from bidders interested in a development opportunity to redevelop, construct, renovate and/or maintain portions of the campus at the VA Southern Oregon Rehabilitation Center and Clinics (SORCC). This will be accomplished through a long-term out-lease for portions of the VAMC campus. For consideration of the use of the campus, VA seeks Veteran housing and supportive services and/or building renovations for continued VA use. The development may include any use that is commercially viable and not inconsistent with the mission of VA. Potential uses include multi-family, senior and supportive housing, professional and medical office, retail and other commercial and recreational uses. In exchange for the use of the facilities and land, Veteran patients will receive access to a comprehensive range of job skills training, educational programs, and services as an integral component of their recovery process. Through this EUL authority, VA can offer a long-term use of assets (up to 75 years) in order to accommodate the scope of the project. In return for VAs out-leasing of the property, the developer/lessee would be solely responsible for developing, financing, renovating, constructing, managing, maintaining, and operating the leased property. In return for the long-term use of the assets, the developer/operator will provide fair consideration to the VA SORCC in the form of ground rent or in-kind consideration toward construction and operation of Veteran housing and relocation of the baseball field. BACKGROUND The VA SORCC is located at 8495 Crater Lake Highway within the limits of Jackson County, Oregon. The location is along Crater Lake Highway (State Route 62), which is a main route between Medford, OR and communities to the north of the VA SORCC. SR 62 is a major commercial thoroughfare with four lanes plus a turning lane. There are parcels offered under the EUL, ranging in approximate size from 1.4 to 18.7 acres individually. There are contiguous parcels that may be combined to total approximately 30 acres. As indicated above, VA will retain usage of certain buildings and areas, but is open to relocation of buildings and functions within the Offeror ™s master plan. All buildings are one or two story structures at grade with either brick or siding exterior walls. The VA SORCC, White City, OR facility is a 600 (six hundred) authorized bed free-standing Mental Health Residential Rehabilitation Treatment Program (MHRRTP) Domiciliary along with a Rehabilitation Center and Clinics. The VA SORCC facility, as the nations largest MHRRTP Domiciliary and Rehabilitation Center, serves as a national resource for eligible Veterans, providing quality residential treatment in addictions, medicine and mental health, physical and vocational rehabilitation. It provides high quality primary outpatient medical and mental health care to Veterans living in the Southern Oregon and Northern California region. DEVELOPER ELIGIBILITY VA is seeking qualified development teams that have a proven track record in mixed-use development, affordable housing and recreational development. Developers may be either sole entities or grouped as teams to produce qualified responses. RESPONSES Responses must address the following in sufficient detail to frame the opportunity and the ability to execute an enhanced-use lease in a timely manner and competently: (1) organization and ownership structure responding to the REI, including anticipated teaming arrangements; (2) relevant project experience of equivalent scope and complexity performed by the development team, its partners or other entities envisioned to be key to the project, including mixed use development experience; (3) preliminary concept for re-use/redevelopment of the campus, including location of the baseball field; (4) preliminary concepts for in-kind consideration; (5) constraints or challenges envisioned to execute VAs vision for the campus; and (6) ability to obtain financing for the project. Responses must not exceed the page count for each of the sections, the aggregate of which is limited to 10 pages, single spaced with a minimum 12 point font. Please do not create an elaborate response to this request; Bulleted outlined responses are acceptable.
