- Description of the Procurement. The new construction services acquired under the solicitation and resulting contract will provide for the Yuma Hangar Project at the U.S. Customs and Border Protection (CBP) facility the Yuma County Airport, Yuma, Arizona. The requirements include the construction of the Administration Building, the Maintenance Hangar, the Storage Hangar and the Site/Civil improvements. The Administration Building is approximately 10,500 Square Feet (SF), the Maintenance Hangar is approximately 21,200 SF and the Storage Hangar is approximately 15,300 SF. Demolition of existing site improvements as indicated on the contract drawings is included. The hangars are a combination of pre-engineered buildings and steel-framed engineered construction. The Administration Building is completely steel-framed engineered construction. All buildings will be one story. Construction of all three (3) buildings should meet LEED silver standard and incorporate Energy Star standards certification. Obtaining necessary permits and coordinating with utilities for connection will be the responsibility of the successful offeror. Temporary utility hookup and usage will be the responsibility of the successful offeror. Temporary fences, gates and guards as well as the selective demolition of existing fences will be the responsibility of the successful offeror. This project is within the perimeter fence of an active international airport, including a Marine Corps Air Station. The successful bidder will be responsible for complying with the safety and security requirements (including badging) as described in the "Construction Safety and Security Compliance Plan" in the project manual. The buildings will be built in accordance with the following codes: •a. 2003 International Building Code •b. 2006 International Mechanical Building Code •c. 2008 National Electrical Code •d. 2003 NFPA/Uniform Fire Code •e. 2006 Fuel and Gas Code The three buildings will be of Construction type IIB. These will be approved, fully sprinklered buildings. U.S. Customs and Border Protection will procure and install all rack-mounted equipment. CBP will also procure and install radio communication equipment, including antennae. They will also test all communication cables. Installation, including termination, of communication cabling is by Contractor. This project is being acquired according to Small Business Administration's 8(a) Business Development Program regulations. Bidding is open to certified 8(a) contractors with a bona fide place of business in state of Arizona.. •2. Description of the Project. The project will provide for greater capacity and efficiency of the CBP air facility, currently located in another part of the Yuma International Airport. As such, CBP may take phased occupancy of the complex as buildings (or sections within buildings) are completed. •3. Related or Planned Procurements. With the exception of government furnished equipment, this project will be a single prime contract. •4. Period of Performance/Delivery Date. The performance period for the construction, commissioning and punch listing for all three buildings and site work is: October 2010 through August 2011 •5. Estimate Price Range. In accordance with (IAW) FAR 36.204, the estimated price range for this project is $5-10 Million. It is imperative that offerors complete the cost breakdown worksheet provided in the proposal package. This is for scope confirmation purposes only, and will not be used to reduce scope or to enter multiple prime contracts. This procurement is for certified 8A (Competitive) offerors. This solicitation and resulting award is limited to certified 8a contractors having a bona fide address in the state of Arizona. The proposals will be evaluated using the Best Value/ Trade-Off Source Selection Process with the following rated evaluation criteria: offeror must have an adequate per job and aggregate bonding capacity to cover this project, Prime Contractor Past Performance, and Price. Site visit information will be provided in the solicitation document. The North American Industry Classification (NAICS) code is 236220. Size standard is $33,500,000. Approximate issue date of the solicitation is 19 August 2010 and approximate closing date is 18 September 2010 at 2:00 p.m. Eastern Time.
