- Justification & Approval Project Information: Software Subscription Period of Performace: September 1, 2010-December 31, 2010 Proposed Contractor: Biofortis Inc. Description of what is to be acquired and the Benefit received by the Government: Laqmatrix is a HIPAA-compliant, Web-based database with integrated querying and reporting tools that is designed for storing the wide variety of data associated with clinical research protocols. Labmatrix provides modular functionality for study management, sample accessioning and barcoding, sample storage tracking, workflow tracking, and handling of complex research data. The Labmatrix application also provides custom functionality not available in other commercially available clinical database products. Labmatrix allows for electronic data import from the NIH Clinical Center's Clinical Research Information System (CRIS) data warehouse. With an embedded pedigree viewer, and with Genotypes and Phenotypes modules developed to meet NHGRI specifications, Labmatrix is uniquely well-designed for clinical research in genetics. Labmatrix is currently being used in conjunction with 29 active IRBapproved clinical protocols within the Institute and supports large-scale NHGRI research endeavors such as the ClinSeq Project and the Undiagnosed Diseases Program. Specific, detailed explanation of why it is not feasible to obtain full and open competition: Sole Source Justification.The sole-source determination is based upon the fact Labmatrix is currently being used in conjunction with 21 IRB approved clinical protocols all across the NIH. This softare provides functionality not currently available in other clinical database packages. This functionality is specifically geared towards clinical protocols in genetics and has been customized to meet NHGRI specific research projects. Remaining with this vendor would maintain the continuity of ongoing research being conducted in various studies. Changing vendors at this time would jeopardize the investments already made by the Government Statutory Authority: Federal Acquisition Regulation (FAR) Subpart 13.106-1. (b) Soliciting from a single source. (1) For purchases,not exceeding the simplified acquisition threshold, contracting off,cers māV solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. Market research: The review of previous purchase orders for the identical requirement.
