- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) 1) 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements Spokane Regional Health District is the only established Washington State and Federally Certified Opioid (Methadone) Substitution Program within 100 miles of the Spokane VA Medical Center. This contact is needed to provide "harm reduction treatment" to the highly vulnerable population of chronically addicted veterans. 2) Nature and description of the supplies or services required to meet the agency's needs: The Substance Abuse Treatment Program is tasked with providing Opiate Substitution Treatment Services (Methadone) to veteran patients addicted to opiate substances for reasons other than the management of medically verified pain. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Due to the stringent State and Federal requirements for the dispensing of narcotics (Methadone), the program at the Spokane Regional Health District is the only institution in Spokane County that meets the necessary certification requirements. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: 1)VetBiz Registry located 0 vendors. 2)GSA E-Library located 0 vendors. 3)SBA search from CCR located 0 viable sources 4)Yellow pages search identified 0 sources in Colville, Washington. 5)Search of the Washington State Department of Social and Health resources provided 1 source. 5) Any other facts supporting the use of other than full and open competition: The Spokane VA Medical Center currently has a contract with the Spokane County Health District for the provision of Opioid Substitution. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Additional competition will be achieved if another certified program is established in the Spokane metropolitan area.
