- RFQ SOW This is a combined synopsis/solicitation for commercial services and/or supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Pacific Island Area Office, Protected Resource Division has a requirement for a contractor to liaise with the NMFS Pacific Islands Office of Law Enforcement to ensure that any software developed will be compatible with current vessel monitoring systems (VMS) units. The entire solicitation is attached. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will NOT be issued. This is a 100% set-aside to small business concerns. The North American Industry Classification System Code (NAICS) 541990 with a small business size standard of $7M. A firm fixed price contract will be awarded. The period of work for this contract will start from date of award and will continue through June 30, 2011. All interested parties must respond to this announcement within fifteen (15) calendar days of publication. Vendors responding to RFQ must submit technical proposal and documentation that demonstrate qualifications.
