Subject: Fiber Coupled Reflectance/Transmittance Spectrometer Solicitation Number: FDA-SOL-1078536 PART 1 - Description THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES 13.5. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-43. The associated North American Industrial Classification System (NAICS) code for this procurement is 333999. This is an RFQ for laboratory equipment. The requirement is a 100% Total Small Business set-aside. Also, It is for Brand name or equal items as a result of this combined synopsis/solicitation that will include the terms and conditions that are set in PART 3. PART 2 - SUPPLIES OR SERVICES AND PRICES/COSTS 2. DESCRIPTION OF SUPPLIES & SERVICES The FDA/ Division of Field Science require the purchase of three Fiber Coupled Reflectance/Transmittance Spectrometers for product profiling. 2.1. BACKGROUND AND OBJECTIVES This spectrometer will be used in product profiling. The spectrometer will generate a fingerprint NIR spectrum of the products and by development of specific software programs, adulteration and/or contamination in specific products can be detected and flagged. The system will be portable allowing field deployment and use at site of collection. This analytical capability can potentially increase the number of screenings FDA investigators can perform on site. One application already developed at FDA is using the NIR to detect presence of melamine in lactose. The Fiber Coupled Reflectance/Transmittance spectrophotometer with various accessory options can be used for bench top and portable uses in the field. The UV-VIS-NIR and NIR models employ TE cooled CCD array. InGaAs array, and PDA array detection systems, for optimal UV,VIS and NIR measurement sensitivity and dynamic range. The i-spec products have fiber optic coupling for various applications. These products use high intensity and long lifetime illumination sources and high speed detection systems, enabling fast spectral capturing of 20-to >100 spectra per second. The spectroscopic technique is based on molecular overtone and combination variations. The spectrum also provides fingerprints by which molecules can be identified. It is complementary to the Raman spectroscopes. Some items are more amenable to NIR and some are more amenable to Ramen Spectroscopy. These units are used to detect diethylene glycol in propylene glycol and melamine in lactose. 3.1.1. Spectrometer Specifications Portable Fiber Coupled Reflectance/Transmittance Spectrophotometers (1100 - 2200 nm): Broadband spectrometer system for transmission/absorption and reflection measurement, using a built-in high intensity 20W long lifetime lamp assembly, BTC262-256 Extended InGaAs array detector, USB interface, Includes forced air cooling. Wavelength resolution is ~13 nm FWHM. Includes a mounted mini computer with Windows. Dark-Field diffuse reflectance/transmission probe : Dual purpose probe for transmission and reflection measurements. 1/2" probe shaft diameter and 8" shaft length for reflectance; 7/8" shaft diameter and 9" shaft length for transflectance. 3.1.2. 3.1.2 Software Specifications B&W TEK, INC. Spec operation software for Windows 2000/XP and Vista 32. Download access from vendor website will be provided. Upgrades will be free of charge for 1 year from date of purchase. 3.1.3. 3.1.3 Battery Specifications Li-Polymer rechargeable external battery pack with selectable voltage of 3, 4.5, 5, 6, 7.5, 9, 12, or 14V. 3.1.4 Service Plan Specifications Extended one year warranty from expiration of the standard manufacturers warranty for spectroscopic systems. Plan is to include annual system performance evaluation, calibration and quality validation. Service Package extends manufacturer's warranty to three years per system and also provides for annual evaluation, preventative maintenance, calibration, and labor charges for any repairs necessary.. PART 4 - PACKING, MARKING AND SHIPPING 4. All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and contractor name. 4.1. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. PART 5 - INSPECTION AND ACCEPTANCE 5. The Contracting Officer's Technical Representative (COTR) will perform inspection and acceptance of materials and services to be provided. 5.1. For the purpose of this PART, (COTR - to be determined upon contract award) is the authorized representative of the Contracting Officer. 5.2. Inspection and acceptance will be performed at: the locations identified in 6.1.3. Acceptance is communicated in writing unless otherwise indicated in writing by the Contracting Officer or COTR within 30 days of receipt. 5.2.1. System installation by authorized service engineer at FDA site. The installer of the laboratory instrument shall test the equipment to ensure that it is fully functional before FDA accepts the delivery. 5.3. This contract incorporates the following clause, 52.246-2 Inspection of Supplies-Fixed Price (Aug 1996) by reference, with the same force and effect as if it was given in full text. Upon request, the Contracting Officer will make its full text available. PART 6 - DELIVERIES OR PERFORMANCE 6. DELIVERIES 6.1.1. Satisfactory performance of this contract shall be deemed to occur upon performance of the work described in the Statement of Work in PART 3 of this contract and upon delivery and acceptance by the Contracting Officer, or the COTR, of the services, plans and reports required at the dates specified within PART 3 of this contract. 6.1.2. Deliveries required by the contractor shall be made F.O.B. destination to the address/addressee listed below: 6.1.3. CONTRACTING OFFICERS TECHNICAL REPRESENTATIVE (COTR) 7.1. The following COTR will represent the Government for the purpose of this contract: (To Be Determined Upon Contract Award) 7.1.1. The COTR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the Statement of Work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. 7.1.2. INVOICE SUBMISSION 7.2.1. Technical Proposal The Offeror shall address these factors in descending order of importance as follows: 10.3.1. Technical Capability 10.3.2. The Offeror shall provide documentation that they are an authorized manufacturer distributer/reseller. 10.3.3. The Offeror shall demonstrate by explanation, technical brochure or any other supporting documentation that the design of the Offerors laboratory equipment addresses the salient characteristics noted in PART 3. 10.3.4. The Offeror shall demonstrate by explanation, technical brochure or any other supporting documentation that the design of the Offerors laboratory software addresses the salient characteristics noted in PART 3. 10.3.5. The Offeror shall demonstrate by explanation, technical brochure or any other supporting documentation that the design of the Offerors system configuration addresses the salient characteristics noted in PART 3. 10.3.6. The Offeror shall demonstrate by explanation, technical brochure or any other supporting documentation that the design of the Offerors service plan addresses the salient characteristics noted in PART 3. 10.3.7. The Offeror shall demonstrate that they have manufacturer certified technical personnel to install and repair the laboratory equipment so that it does not void the manufacturer's warranty. 10.3.8. The Offeror shall demonstrate that they have manufacturer certified technical personnel to handle and respond to technical questions from FDA via phone, email or internet. 10.3.9. The Offeror shall demonstrate that they have manufacturer certified technical engineers to train/instruct FDA staff on the operational features of the laboratory equipment. 10.3.2. Past Performance 10.3.3. The Offeror shall provide at least two references in which the same or similar requested items have been purchased. References shall consist of contact name, company name, contact address and contact phone number. 11.2.4. Offerors with no relevant performance history shall identify past or current contracts (Federal, State, Local government and Private) for efforts similar to the Government's requirement. 10.3.3 Price Proposal 10.3.4. The Offeror shall submit a complete pricing matrix for a firm fixed price as indicated in PART 2, 2.3. PART 11 - EVALUATION FACTORS FOR AWARD 11. EVALUATION FACTORS The offeror's ability to demonstrate/describe the following factors as noted in PART 10. 11.2. Technical Capability - Sub-factors are of equal weight 11.2.1. The Offeror has documented that they are an authorized manufacturer distributer/reseller. 11.2.2. The Offeror meets the design of the laboratory equipment's salient characteristics noted in PART 3. 11.2.3. The Offeror meets the design of the laboratory equipment software's salient characteristics noted in PART 3. 11.2.4. The Offeror meets the design of the system configuration's salient characteristics noted in PART 3. 11.2.5. The Offeror meets the design of the system calibration's salient characteristics noted in PART 3. 11.2.6. The Offeror has documented indicating the instrument's sensitivity and detection limits. 11.2.7. The Offeror meets the extended service plan requirement in PART 3. 11.2.8. The Offeror possesses the manufacturer certified technical personnel to install and repair the laboratory equipment so that it does not void the manufacturer's warranty. 11.2. Past Performance 11.2.1. The Offerors ability to perform the contract successfully based on the currency and relevancy of the information provided. 11.2.2. The Government may perform a risk mitigation assessmentto determine the likelihood that the offeror will successfully perform the contract after it is awarded. 11.3. Price Proposal 11.2.9. The price proposal shall represent the Offeror's response to the requirements of the solicitation. The Government will evaluate the total price of the base year and option year contract line items, if applicable. In addition, this evaluation will include an assessment of the Offeror's proposal for completeness, realism, reasonableness and risk. 11.2.10. The Offeror ability to submit a complete pricing matrix for a firm fixed-price as indicated in PART 2, 2.3. EVALUATION AWARD CRITERIA: Award will be made to the party whose quote offers the best value to the Government, technical capability, past performance and price considered.The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria to meet or exceed the requirements: 1) Technical Capability, 2) Past Performance and 3) Price. Technical Capability when combined with Past Performance is significantly more important than price. When all other factors are equal, price becomes the determining factor.
