- RFQ Information Sheet J&A This notice is a combined synopsis/solicitation and Notice of Intent. Under the authority of FAR6.302-1, the Government intends to award a firm-fixed price contract to International Business Machines (IBM) for seven months for the following items: (2 each) Cognos 8 Business Intelligence Business Author Limited Use Processor Annual Software Subscription and Support Renewal and (2 each) Cognos 8 Business Intelligence Powerplay Analyst Limited Use Processor Annual Software Subscription and Support Renewal. This will be in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, dated 02 August 2010. The North American Industry Classification System (NAICS) code for this procurement is 541519 and the small business size is $25M. This requirement will provide software maintenance support to the Integrated Surface Deployment Data Cleansing Tool (iSDDC), which only IBM can provide. The software maintenance contract will provide software patches, maintenance releases, and software upgrades. The iSDDC utilize the Cognos Series 8 Suite of reporting tools for all the program's reporting requirements. The iSDDC houses the command's historical and operational data and provides integrated data visibility and reporting, refreshed daily, from all major SDDC transportation systems. The Period of Performance will take place 01 September 2010 to 31 March 2011. Delivery location is SDDC, 709 Ward Drive, Scott AFB IL 62225. The following FAR and DFARS provisions and clauses apply to this acquisition: FAR 52.204-7(b)(1), By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation; FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation of Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; DFARS 252-204-7004, Alternate A Central Contractor Registration; 252-212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions or Commercial Items (DEVIATION). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3, Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Copies of the above referenced clauses are available from http://farsite.hill.af.mil/vffara.htm. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurement.
