- Sole Source Synopsis Reference: CDC-88863 Respirators This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC); 2920 Brandywine Road, Atlanta, GA 30341; in accordance with FAR Part 13.106(b) and 41 USC 253 (c) (1) intents to solicit a single source for the Procurement of NIOSH certified positive pressured powered air purifying respirators to be used for NIOSH live training programs that are designed and implemented to teach end users about the proper operation and use of NIOSH approved CBRN respirator configurations. The CDC intent is to sole source the following requirement to Safety Equipment Australia Pty Ltd. The North American Industry Classification System code is 339113, 500 people. The purpose of this procurement is to acquire the NIOSH certified SEA unit. This positive pressure powered air purifying respirator is to be used for NIOSH live training programs that are designed and implemented to teach end users about the proper operation and use of NIOSH approved CBRN respirator configurations (inclusive of respirator, hoses, couplings, and all accessories). The SEA product, SE40, is the only NIOSH approved positive pressure powered air purifying respirator. The CDC believes that this is the only company that can provide this procurement. The SE40 is PAPR approved as a NIOSH CBRN PAPR. The unit gives true positive pressure air up to and in excess of 400 liters per minute. Conventional fan-assisted respirators give 120-180 l/min. The SE40 is a demand respirator - not a continuous-flow respirator. The SE40 constantly monitors the air pressure inside the mask and regulates the fan motor to deliver the required air flow depending on individual breathing. Visual and audible alarm alerts instantly if pressure inside mask dips to negative. Air passes through the filters only as needed, lowering overall filters required. Visual and audible alarms alert to any routine task (such as changing the battery), as well as other events that may require attention. Equipped with microphone in mask and powerful external loudspeaker which may be utilized with a 2-way radio. Has voice recognition and is single button operated. Can be worn on a backpack or standard belt. Hose can be fitted over your shoulder or around occupant's side. Micro-processor driven fan operation, continuous self-diagnostics, Instant user alerts in case of pressure-drop, motor malfunction, low batteries etc. Unit can be programmed to alert user when filters need changing. Usage information: entire usage history of the respirator is recorded and time-stamped. Can be downloaded to PC for documentation and further analysis. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 1:00 pm EST on August 19, 2010. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements and as such all interested offerors should review the components and capabilities of the specified unit thoroughly. All questions must be in writing and must be emailed to Candice L. Simmons at iie3@cdc.gov. Please reference CDC-88863 Respirators on all correspondence. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to Safety Equipment Australia Pty Ltd.
